Offer Description

The Science and Technology Park Foundation (FCPCT) of the University of Las Palmas de Gran Canaria (ULPGC) - Spain offers one PhD researcher position (ICP1 MECES 4) to work in the EU BLUEGREEN GOVERNANCE project. The University Institute of Oceanography and Global Change (IOCAG) of the ULPGC includes among its lines of research the work titled “Volcanic island coastlines: natural processes and human interactions”. The BLUEGREEN GOVERNANCE project has been funded by Europe Programme, through the Grant Agreement number 101086091, signed by the European Commission on 16/11/2023, in which ULPGC is a partner of the consortium. The estimated end date of the project is 31/12/2027. The objective is to develop innovative land-sea governance schemes based on scientific evidence and societal choices. The University will recruit the best candidate following the recommendations of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The job offer will be published through a wide range of portals. Selection will be aligned with ULPGC policies on equal opportunities and follow transparent mechanisms according to national and regional legislation.

The work and responsibilities of the researcher will include the following research topics, according to the different work packages:

* Task 3.2: Dialogue with public representatives based on collected data
* Task 3.3: Evaluation and monitoring of public policies and governance
* Other tasks related to the project, such as:
* Experimentation with sectors of interest
* Conducting workshops
* Scientific publications, etc.
* Any activity required within the framework of the project and the work packages


Specific Requirements

Candidates must comply with the following conditions:

1. Nationality:
- Spanish nationality or that of one of the other member states of the European Union.
- Spouses of Spaniards and nationals of other Member States of the European Union.
- People included into International Agreements concluded by the European Union and ratified by Spain, related to free movement of workers.
- Foreign candidates not included in the above paragraphs, legally resident in Spain.
2. Age: Be over eighteen.
3. PhD in Oceanography and Global Change (MECES 4), a degree in Geography and Land Management, and a Master’s degree in Coastal Management or similar. Candidates with degrees obtained in foreign countries must prove that they are in possession of the corresponding validation or the credential that accredits, where applicable, the homologation. Exceptionally, this requirement may be proved during the first six months of the contract. In the case of applicants with non-approved foreign degrees, these must be translated into Spanish or English. The name of the foreign degree must match that required in the call.
4. Professional experience: at least 12 months working in research development related to human and/or climate impact on the land-sea region, especially in the Canary Islands.
5. Other: Two articles published in scientific journals with recognised impact. The publications must be related to human and/or climate impact in the land-sea region. Topics related to the publications to be submitted include coastal management, social preferences, nature-based solutions, and ecosystem services.

Additional Information

This contract is related to specific work and services to be developed by the ULPGC in the context of the BLUEGREEN GOVERNANCE project.

* Type of contract: Indefinite-term contract for scientific-technical activities, based on article 23 bis of Law 14/2011, and other regulatory regulations.
* The purpose of this contract is to carry out activities related to the BLUEGREEN GOVERNANCE project, whose thematic area is linked to the research line called “Volcanic island coastlines: natural processes and human interactions” of the ULPGC, a project which ULPGC is developing by virtue of grant agreement nº 101086091 signed on 16/11/2023 with the European Commission and whose estimated completion date is 31/12/2027.
* Incorporation planned for March 2026.
* The staff recruited through this call for proposals with an indefinite contract is not considered permanent staff under any circumstances. The awarding of the employment contract does not imply any commitment on the part of this Foundation, the University or its dependent entities as to the subsequent incorporation of the interested party into the staff of these entities.
* The contract may be terminated for any of the reasons provided for in applicable laws, including insufficient financial allocation.
* The dedication will be 37.5 hours per week, with exclusive dedication to the project being essential.
* The gross monthly remuneration will amount to 3.101,55 €/month (including the proportional part of the special payments as well as a complementary salary).
* The place of work will be at Instituto de Oceanografía y Cambio Global (Taliarte), Parque Científico Tecnológico Marino de Taliarte, s/n, 35214 Telde, Las Palmas.
* A trial period of six months will be established during which the employment relationship may be terminated at the request of either party. Situations of temporary incapacity, maternity, and adoption or fostering, which affect the worker during the trial period, will interrupt the calculation of the trial period.


Eligibility criteria

The following items and scores will be considered to evaluate the application:

1. Professional experience (Max. 8 points):
• Scientific or technical research, including participation in competitive projects, scientific production, knowledge transfer and/or collaboration with research groups (0.15 points for each month worked, up to a maximum of 6 points).
2. • Project management, coordination and administration (0.20 points for each month worked, up to a maximum of 2 points).
3. It will be considered only the experience above the minimum of 12 months required.
4. Training (Max. 2 points):
• Participation in projects related to socio-economic and environmental interests in the land-sea region (0.10 points per project, up to a maximum of 0.5 points).
5. • C1 level English language certification (1 point).
6. • ParticipatiNG as a speaker at national or international scientific events related to socio-ecological processes in the land-sea fringe (0.10 points per merit, up to a maximum of 0.5 points).


Selection process

Likewise, the Commission will summon those applicants who achieve the three highest scores and a minimum of 1 point in the evaluation phase to be interviewed. The selected applicants will be summoned by e-mail, at least three days in advance. The evaluation of the interview will be carried out, up to a maximum of 10 points, based on the following criteria, with a minimum score of 5 points in the interview to be awarded the position: Solid knowledge of GIS and spatial analysis tools; knowledge of climate change, SDGs, the European Green Deal and other European agendas and strategies; initiative and ability to work in a team; capacity for presentation and presentation of results; motivation; adequacy of your profile and skills to the functions of the position; knowledge of the sector in which the activity will be developed. If necessary, a second interview may be carried out to clarify or deepen certain aspects. Once this phase is completed, the Commission will publish on the corporate website a final list with the scores of the applicants interviewed, for which the score in the merit assessment phase and interview will be accumulated. This list will be submitted to the Managing Director of the FCPCT, proposing the awarding of the position according to the score obtained. The Commission may propose the creation of a reserve list for vacancies, resignations, or substitutions, valid for one year or until a new call is published. The Commission may also propose to declare the vacancy vacant.
