The expert will be available for frequent deployments to missions, filling key positions within the mission’s organigram or acting as Emergency Coordinator. They will be responsible for the quality and effectiveness of Acción Contra el Hambre’s programs during deployments.
He / She will be available for deployments to missions, filling specific mid-level managerial roles within the mission’s organigram or acting as Emergency Coordinator, Field Coordinator / Head of Base, Programme / Project Manager, ensuring the quality and effectiveness of programs. Depending on the candidate’s profile and experience, they may also cover higher-level managerial roles if validated by line management and approved by the Geographical Desk and Country Director.
In emergency response scenarios, the expert will serve as Emergency Coordinator, managing all aspects of ACCIÓN CONTRA EL HAMBRE’s emergency response, including design, programming, operations, security, and stakeholder relations. They will develop, coordinate, and manage emergency response activities, oversee emergency donor portfolios and budgets, and staff development.
For gap filling, the expert must quickly cover key emergency-related vacant positions according to specific job descriptions and manage key actions until a suitable long-term candidate is identified.
When based at HQ, the expert will participate in lessons learned exercises, contribute to capitalization documents, and provide field perspectives. They will also support the management of the AECID-funded Emergency Programme (Convenio) at HQ level.
Reporting lines include the Deputy Head of Emergency Pool, the Country Director, Deputy Country Director, and/or the Geographical Desk, as appropriate.
Responsibilities :
1. Objective 1 : ON FIELD DEPLOYMENT / NEEDS ASSESSMENT & EMERGENCY RESPONSE PLAN
Tasks include conducting exploratory missions, rapid assessments, designing and planning emergency responses, and developing integrated strategies in coordination with relevant stakeholders.
2. Objective 2 : ON FIELD DEPLOYMENT / EMERGENCY RESPONSE OVERVIEW & HUMANITARIAN PROGRAMME MANAGEMENT
Responsibilities include response implementation, program supervision, beneficiary selection, quality assurance through monitoring, sector coordination, and administrative oversight.
3. Objective 3 : ON FIELD DEPLOYMENT / TEAM MANAGEMENT & LEADERSHIP
Ensure HR management, promote a respectful work environment aligned with the Code of Conduct, and lead emergency response teams.
4. Objective 4 : ON FIELD DEPLOYMENT / PROGRAMME SUPPORT SERVICE MANAGEMENT
Manage security, financial, and logistical support functions in line with policies.
5. Objective 5 : ON FIELD DEPLOYMENT / GAP-FILLING
Fill in for mid-level managerial positions and provide emergency advice to missions.
Minimum Requirements :
* University degree related to humanitarian or management fields; HEAT training or equivalent (essential).
* High-level managerial experience, including managing multi-million-dollar budgets (essential).
* Minimum 3 years in similar roles or mid-level operational management and coordination (essential).
* Fluent in Spanish, English, and French (spoken, read, and written).
* Availability for up to 70% field deployment, with deployments up to 2 months on short notice, including during emergencies.
