Job Description

The Performance Management Officer holds a pivotal position, entrusted with supervising the efficient execution of the growth plan to reach 1,6 Mt production level and the development of the business unit. Central to the role is the establishment of a structured performance monitoring framework. The Performance Management Officer serves as the control tower, ensuring proper progress control to the CEO and Management Committee of the Business unit regarding the evolution of the growth plan.

Your Role
* Provide strategic leadership and direction to the Sestao cluster’s CEO, ensuring the effective delivery of the Business unit's growth plan.
* Lead or facilitate the identification, prioritisation, implementation, and review of key improvement opportunities/projects to enhance operational performance for the BU.
* Foster a culture of collaboration, innovation, and continuous improvement by guiding and supporting team leaders to adhere to performance‑management best practices.
* Define and implement performance‑management reporting and best practices to ensure consistent action tracking and follow‑up.
* Establish performance governance frameworks, including prioritisation and resource management strategies, identify areas for improvement, and implement corrective measures as necessary (proactively flag obstacles).
* Collaborate with stakeholders at all levels in the BU to establish clear project objectives and monitor progress.
* Create excitement instead of resistance.
* Report to the CEO andiders maintain a dotted line to the Head of Finance.
What We’re Looking For
* Proven experience as a leader in transformation and in successful project delivery.
* Proven track record of working across organisations and making strategic recommendations to evolve high‑profile, high‑impact programmes.
* Strategic thinking and problem‑solving abilities, with a track record of navigating challenges, managing risks, and delivering results.
* Strong communication and stakeholder‑management skills, with the ability to effectively engage and influence individuals from various backgrounds at all levels of the organisation.
* High potential, strong influencer.
* Good business acumen and understanding of financial management and resource allocation.
PMO Responsibilities
* Define a list of initiatives to be managed via action plans based on input from the CEO and MC, including detailed descriptions, metrics, financial and non‑financial impact, assumptions, resources, target dates and risk mitigation plans.
* Structure and develop a Value Plan for the BU using best practices from other clusters, put in place key KPIs, governance and animate teams, and define/develop the IT tool to track and manage all initiatives (e.g., Promato).
* Develop best‑practice sharing with other units in ArcelorMittal.
* Provide to the CEO and MC feedback and follow‑up on all agreed initiatives, alerting on deviations.
* Support the CEO in managing and updating all key operational dashboards not provided by Finance to report to ArcelorMittal Europe.
* Ensure all CAPEX files are correctly managed with clear definitions, business plans challenged, financials, pilots and deadlines.
