WE ARE

The Joint Research Centre (JRC) provides independent, evidence-based knowledge and science, supporting EU policies to positively impact society.

The current vacancy is in the Industrial Strategy, Skills and Technology Transfer unit (JRC.B.6) of the Directorate Fair & Sustainable Economy. The unit monitors and analyses industrial trends, opportunities and competitiveness in a context of transformation with a focus on R&D investments, technological development and innovation, productivity growth, technology transfer, and skills requirements. The unit also analyses the implications of these trends for European labour markets and human capital, and how employment, education and training policies can support a fair digital and green transition.

The new colleague will contribute to the implementation of the Union of Skills, and specifically the initiatives related to the development and implementation of the European Skills Intelligence Observatory. This work includes contributing to the design of the Observatory data platform, i.e. organising and structuring existing data on skills, skills mismatches and skills shortages; collecting and analysing data from all available skills intelligence sources, including inputs from all relevant stakeholders both at EU level and Member State level; producing data-driven analysis and policy briefs to inform policy makers at EU and national level and supporting the work of the European Skills High Level Board.

The work may involve:

* Collecting, processing and analysing data from various sources (incl. large databases to be handled via suitable tools such as SQL/ETL, Stata, Python programming, etc.);
* Analysing and structuring data-driven information, and delivering synthetic and policy-relevant messages by applying knowledge representation, visualisation and quantitative data handling techniques;
* Conducting in-depth analysis in the area of skills, paying special attention to the type of skills employers are expected to demand in the future, and analysing how the EU education and training system can respond to the evolving needs of the labour market;
* Conducting in-depth analysis of skills at the sectoral and territorial level, identifying areas of strength and weakness, and informing evidence-informed policy decisions;
* Drafting succinct policy briefs which translate analytical results into policy-relevant messages and possible recommendations;
* Contributing to briefings and delivering input in response to short-term requests from political and management levels in the Commission (under the supervision of responsible team leader);
* Nurturing a network of international researchers and research centres, including by drafting scientific publications and reports for a variety of audiences (experts/scientists, policy makers, the public);
* Defining and following up external studies or service contracts.

The new colleague will work in close collaboration with a wide range of partners, including policy experts in the European Commission, (DG EMPL, DG EAC), the European Agencies (e.g., CEDEFOP, ETF, EUROFOUND, ELA) external researchers and scientists, and other various stakeholders in EU Member States and civil society organisations.

The position is based at the JRC Seville site in southern Spain, home to an international community of around 450 researchers and policy analysts.

We are looking for a highly motivated researcher with a strong quantitative background in the area of skills, education and/or labour markets, and passionate about working at the forefront of science and EU education and labour policy.

Candidates must have (essential):

* A university degree in computational studies, economics, sociology, statistics, engineering, physics or other relevant fields;
* At least 5 years of relevant research experience, e.g. research experience in education, skills, and/or labour market topics, with a strong publication record in top scientific journals;
* Experience in using software packages for handling, analysis, and visualisation of relevant datasets (e.g. R, STATA, SQL/ETL, Python, etc);
* Ability to analyse, create and understand scientific indicators (including composite measures);
* Very good knowledge of English (C1 level).

The ideal candidate should have (desirable):

* A PhD (doctoral diploma) in Economics, Education, or another relevant field;
* Good understanding of EU education and skills policy;
* Experience in writing and communicating to scientific, policy, and business audiences, as well as the public.

The candidate should also demonstrate:

* Commitment, motivation and proactivity in pursuing projects;
* Ability to work independently, including the effective management of own workload, as well as to work as part of a team;
* Ability to identify and focus on the essential elements of issues and processes so as to achieve established goals efficiently;
* Ability to work hands-on and independently on several files in parallel;
* Ability to adapt to changing plans and priorities.
