Enable, foster, support and assure best fleet management practices are followed and implemented regionally, including mid- and long-term machine replacement and investment plans, owning and operating expenses tracking and control, machine specifications alignment and standardization, technical training, and overall machine safety standards to maximize equipment reliability and availability at the lowest possible cost. As a change agent supporting major technical and commercial decisions across diverse stakeholders, the Regional Fleet Enabler must possess excellent project management, collaboration, and communication skills.

Main Responsibilities
* Support a culture of fleet management excellence in machine reliability, availability, utilization, technical and commercial support meeting safety and sustainability standards, positioning the Global Fleet Management area as a strategic leader in best practices.
* Build internal capability (people, processes, technologies) across fleet management practices to identify and implement best practices that support growth and profitability.
* Provide leadership on fleet management KPIs, strategic sourcing, local service network development, and technologies that reduce total cost of ownership.
* Develop and deploy high-level fleet management plans, including approaches for large contracts and strategies to improve TCO across CEMEX countries. Follow category plans with milestones, savings targets, resource needs, and implementation timelines.
* Manage local/regional supplier performance to meet business requirements.
* Monitor external markets for opportunities and challenges, identify and address gaps in supplier performance and compliance, and escalate issues as needed.
* Influence testing of new products or technologies in operations, obtaining end-user sign-off in global operations.
* Collaborate with operations to validate and deploy specifications for mobile equipment, services, and materials. Provide budget recommendations for fleet operations.
* Manage authorized dealer, contractor, and vendor relationships to ensure equipment availability.
* Coordinate long-term plans for equipment replacement, support budget tracking and expense control, and manage surplus or obsolete equipment disposition.
* Develop, monitor, and implement warranty guidelines and procedures. Support operations to ensure regional service network backup.
* Deploy and support continuous improvement practices in maintenance, recommending best-in-class procedures for repair, rebuild, or component replacement.
* Track and follow up on equipment deliveries.
Qualifications
Minimum 5 years of experience managing mobile equipment.
Proven change agent in a leading, best-in-class organization.
Academic background: Bachelor's degree in Mechanical Engineering, Business Development, or related discipline; MBA preferred.
International work experience.
* High ethical standards, trustworthiness, integrity, and strong personal and professional values.
* Excellent relationship-building, communication, and interpersonal skills, with an analytical and metrics-driven approach.
* Hands-on management style with deep understanding of fleet management best practices, technologies, and tools; track record of continuous improvement achievements.
Internal/External Relations
INTERNAL: The Regional Fleet Enabler will interact with all business sectors within CEMEX—Aggregates, Cement, Logistics, Ready-Mix, and others—at the managerial and decision-making levels.
EXTERNAL: Engagement with regional mobile equipment dealers, leading companies, OEM Directors, Regional Service Support Managers, Warranty Managers, and other managerial roles.
