Supply Chain Coordinator is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and functions necessary to implement programs effectively, inclusive of planning, procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management.
The Regional Supply Chain Coordinator (RSCC) is responsible for supporting Country Supply Chain function to ensure efficient procurement and delivery of supply chain functions in field office to improve program support.

Under the direct supervision of the Regional Supply Chain Director (RSCD), and in close collaboration with country leadership, supply chain and program teams, you will be responsible for the following:

**Supply Chain Planning**
The RSCC is responsible for working closely country stakeholders to ensure effective supply chain planning is in place to support program implementation. This will include:
- Identify active grants that do not have procurement plans at Project Start date and work with Country Supply Chain and Program team to develop procurement plans within first 2 months of project implementation.
- Review procurement plans for active grants for to ensure the plans are detailed and complete to support program implementation.
- Monitor execution of procurement plans including revisions to the plans during the project implementation cycle.
- Develop sourcing strategies including mapping of local and international suppliers.
- Provide training on Procurement Planning to both Supply Chain and Non-SC staff on regular basis.
**Procurement**
- Review Country Supply Chain performance on procurement lead times by collecting, organizing and analyzing various data and financial reports. Support Country Supply Chain improve lead times to provide efficient program support.
- Review Country spend on different categories of procurement, including level of utilization of Master Agreements. Work with Supply Chain team to develop Master Agreement implementation plans.
- Perform quarterly review of active grants spend performance. Identify grants with underspend, main factors contributing to poor performance and resolutions to improve performance.
- Perform regular review of BvA and Ops ScoreCard reports to identify trends with procurement function to support decision making at country and regional level.
- Conduct regular market analysis to identify market conditions that may impact sourcing strategies. Provide risk mitigation measures for country teams.
**Inventory, warehousing and Assets Management**
- Review and monitor monthly inventory and assets reports by Country Supply Chain. Ensure the reports are produced regularly and timely; and are accurate.
- Monitor 20% Cycle count implementation and review reports for accuracy and trends.
- Support Country Teams in preparation for and presente End of Year Inventory and Assets verification count in September. Support in analysis of reports.
- Regular review of asset register for accuracy and completeness. Provide support to Country Supply Chain in asset and property disposal process.
- Monitor warehouse inventory levels and identify locations with high inventory value. Support country teams to mitigate risks and ensure good inventory management.
**Logistics and Fleet Operations**
- Support Country Supply Chain to develop country specific fleet management policies that are consistent with Country department of transport requirements
- Review Country vehicle monthly reports and management cost analysis to support Country teams in strategic decision-making process.
- Support country teams develop vehicle disposal and replacement plans.
**Compliance**
- Identify, document and timely report any IRC procurement deviations following the mechanism in place for appropriate follow up.
- Monitor implementation of SCAT and ensure improvement plans are in place.
- Monitor and support implementation of Corrective Action/Improvement Plans (SCAT and Audits).
- Monitor segregation duties in procurement and other related functions especially where staff turnover is high
- Review and provide feedback on assigned supply chain reports submitted by country offices.
**Staff Management and Development**:
- Support recruitment of Senior Supply Chain staff (written tests and interviews) through the effective utilization of the IRC supply chain competency matrix.
- Support in assessing key supply chain staff competency and training gaps and support to develop appropriate intervention programmes
- Mentor and provide Training to supply chain staff to build capacity and professional development.
