ACCIONA, in its Construction business line, needs to hire a Design and Technical Office Manager in the Philippines.
Mission:
The Design and Technical Office Manager will lead the design coordination and technical office functions on-site, ensuring consistency between design intent, quantities, execution strategies, and contract obligations.
Key Responsibilities:
* Manage and coordinate the technical office team (design coordination, quantities, drawings, BIM/CAD, documentation).
* Analyze IFC (Issued for Construction) documentation and track all design updates and changes.
* Calculate and validate quantities based on project-specific criteria and actual site conditions.
* Maintain up-to-date records of all technical changes and non-conformities that could lead to claims or contractual impacts.
* Support the project team in preparing technical justifications for variations and claims to be presented to the Engineer.
* Interface with design consultants, construction teams, and JV partners to ensure alignment of technical solutions with construction execution.
* Monitor the compliance of the design and documentation with local standards and project specifications.
* MSc Civil Engineer, preferably with specialization in Foundations and Structures. One of the positions must have a specialization in marine works.
* 15+ years of experience in design management or technical office roles in large-scale infrastructure projects.
* Strong knowledge of quantity take-off processes, measurement rules, and valuation methodologies.
* Experience analyzing IFC documentation and maintaining a traceable record of changes and design updates.
* Solid understanding of FIDIC or similar contract frameworks related to claims and variations.
* Skilled in MS Excel, AutoCAD, and preferably in BIM tools (e.G., Revit, Navisworks) or cost management systems.
* High attention to detail, critical thinking, and excellent technical documentation skills.
* Prior experience in joint ventures or international projects is an advantage.
* Willingness to be based full-time in a remote location under rotation or long-term assignment.
