Fundación Pública Galega de Investigación Biomédica INIBIC announces a selection process for the recruitment of Research Support Personnel for the development of a project in the Cell Therapy and Regenerative Medicine group and the following characteristics :
Project : Cell-free therapy to treat chronic inflammation in organoid OA models (personalized medicine).
Job duties : Under the functional supervision of the Research Group Leader and / or the responsible person for the project, and the hierarchical supervision of the Foundation Management, with whom they must collaborate and cooperate, they will be responsible for the following duties :
1. Isolation and characterization of mesenchymal stem cells.
2. Isolation of RNA.
3. Isolation of extracellular vesicles.
4. Viability and cell proliferation testing of cell lines and primary cultures.
6. Support in the implementation of an in vitro model of chronic inflammation using organoids.
Higher Vocational Education and Training (VET) in Health.
Specific Requirements
Candidate’s merits will be assessed against the following selection criteria. The maximum score for the merits will be 90 points.
* Technical knowledge related to the position and / or additional training : maximum 30 points. Accreditation : Training certificates
* Accredited professional experience in research and / or functions related to the position, in the public or private sector : maximum 30 points. Accreditation : Certificate of employment or company certificate specifying functions and duration.
Experience in laboratory techniques in molecular and cellular biology, cell culture management, processing and analysis of biological samples and experience in in vitro models will be positively valued.
* Experience in scientific management and dissemination : maximum 10 points
* Use of computer tools and statistics : maximum 10 points
* Accredited knowledge of the English language : maximum 10 points. Accreditation : officially recognized qualifications
Level B1 : 2 points
* Level B2 : 5 points
* Level C1 : 10 points
For the candidates moving to the second phase, they will perform a personal interview that will assess their professional experience, knowledge and soft skills, for a total value of 10 points over the whole assessment.

Professional group : Research Support Staff – level 5 (as per the Foundation Collective Labour Agreement).
Working conditions will be as stablished in the Foundation Collective Labour Agreement.
The duration of the contract will be subject to the availability of funds.
Eligibility criteria
To be considered eligible to take part in this selection procedure, on the closing date for the submission of applications candidates must satisfy all the minimum eligibility criteria as specified below, and must meet these requirements at the time of formalisation of the employment contract and throughout its validity :
* Be a Spanish national, be a national of one of the Member States of the European Union or be a national of a State in which, by virtue of the international treaties signed by the European Union and ratified by Spain, the free movement of workers is applicable. The spouses of Spaniards and nationals of other Member States of the European Union may also participate, regardless of their nationality, provided that they are not legally separated. Their descendants and those of their spouse may participate under the same conditions, provided that they are not legally separated, are under twenty-one years of age or dependent adults. Likewise, foreigners with legal residence in Spain may participate.
* Legal capacity : be sixteen years of age or older.
* Functional capacity : possess the capacity to perform the tasks. For these purposes, this means not suffering from any illness or being affected by any physical or mental limitation incompatible with the performance of the corresponding duties.
* Qualification : not being disqualified from performing public duties, nor having been dismissed through disciplinary proceedings from any of the public administrations or entities belonging to the public sector. Applicants who do not have Spanish nationality must prove that they are not subject to any disciplinary sanction or prison sentence that prevents, in their State, access to public employment.
* Required qualification : Being in possession, or in a position to obtain on the date of the end of the application period, the academic qualification of Higher Vocational Education and Training (VET) in Health.
Applicants with qualifications obtained abroad must prove that they are in possession of the corresponding validation or credential that accredits, where applicable, the homologation of the degree. This requirement will not apply to applicants who have obtained recognition of their professional qualification, in the field of regulated professions, under the provisions of European Union Law.
These requirements must be met both at the time of the end of the application submission period and at the time of taking possession or formalizing the contract.
The hired candidate will be subject to the general regime of incompatibilities established in Law 53 / 1984, of December 26, and complementary provisions.
Selection process
The selection procedure will be a merit-based competition related to the duties of the position and complemented by a personal interview.
Candidates willing to participate in the selection process must direct their applications through the web pages in the section corresponding to the call with reference TCRM_FPII_AGO25.
Candidates must submit their applications via each specific section, attaching the requested documentation proving the candidate’s merits. The merits claimed must refer to the end date of the application’s submission period. The documentation to be provided will be the following :
a) Curriculum vitae, proving the professional career and experience as well as the academic degrees, courses and diplomas obtained that will be valued, if applicable, in the selection process.
b) Qualifications : To prove the academic qualifications, the applicant must present a certified copy of the degree. Applicants with qualifications obtained abroad must prove that they are in possession of the corresponding validation or the credential that proves, if applicable, the homologation of the degree. This requirement will not apply to applicants who have obtained recognition of their professional qualifications in the field of regulated professions, under the provisions of European Union law.
c) Certificate of academic records.
d) Copy of the qualifications corresponding to specialization courses.
e) Accreditation of professional experience, by means of a work history report issued by the General Treasury of Social Security, and / or a certificate issued by the competent personnel bodies of the corresponding organization where the services have been performed, specifying the category, functions and period (with start and end date of the contract) in which the applicant was working. Proof of any professional experience linked to previous contracts with the Foundation will not need to be provided.
f) Declaration (in Spanish) under the candidate’s own responsibility that they have not been dismissed from service, through disciplinary proceedings, from any health service or public administration in the six years prior to the call for applications, nor be permanently disqualified from exercising public duties or, if applicable, from the corresponding profession. In the case of nationals of another State, that they are not disqualified, by sanction or penalty, from professional practice or from access to public duties or services in a Member State, nor have they been dismissed, by disciplinary sanction, from any of the administrations or public services in the six years prior to the call for applications. The candidate expressly accepts that the Hiring Entity may proceed to compare the information with the corresponding Administration or public entity. A template will be provided.
g) Declaration (in Spanish) under the candidate’s own responsibility that they have no conflict of interest with any of the persons who have responsibility for the execution of the project and / or activities related to the object of the call for applications and with any of the members of the Selection Committee. The candidate expressly accepts that the Hiring Entity may proceed to collate the corresponding information. A template will be provided.
h) Disability certificate equal to or greater than 33%, if applicable.
The deadline for submitting applications and supporting documentation of the merits will be ten (10) calendar days and its calculation will begin the day after the publication of the vacancy on the web pages of the Foundation and INIBIC.
Once the deadline for submitting applications has expired, the Foundation will have a period of 10 calendar days to review the documentation submitted and may request rectification from the applicant, granting a non-extendable period of 2 business days for the candidate to reply.
After reception of the revised documentation of all the candidates, the Selection Committee, within a period of 7 working days, will proceed to carry out the merit assessment, in accordance with the scale established in the section Specific Requirements. The Committee will prepare the corresponding Minutes with the provisional scale of the candidates, stating the score obtained in descending order from highest to lowest score and indicating the candidates who move on to the next phase, which will be published on the WEBSITES of the Foundation and INIBIC.
The excluded candidates will have a period of two (2) working days, from the day after the publication of the resolution, to be able to amend, if applicable, the defect that motivated their exclusion. The acceptance or rejection of the requests for amendments will be implicit in the resolution publishing the definitive list of admitted and excluded candidates.
Being included on the list of admitted persons will not prejudge whether the applicants are recognized as having the requirements required to participate in the selection process. In the case, that the documentation that they must present after passing the selection process demonstrates that they do not have any of the requirements, the applicants will lose all rights that may arise from their participation.
The Committee may conduct an interview with the candidate, in person or online, to review and confirm the aspects required to carry out the scoring. The maximum score in this phase will be ninety (90) points and a minimum of seventy (70) points will be required in the scoring phase to move to the personal interview phase.
The candidates who pass to this second phase will conduct a personal interview to assess the degree of suitability of the applicants, which will be conducted by expert personnel appointed by the Management of the Foundation.
In this phase, aspects related to the candidate's professional experience, knowledge and soft skills will be assessed.
The maximum score obtained in the interview will be 10 points.
The order of priority of the candidates who pass the selection process will be based on the sum of the scores obtained in the merit assessment phases and in the personal interview phase. It will not be possible to complete the selection process with a number of candidates greater than the number of vacancies announced.
The Selection Committee will send the Final Report to the Foundation Management, which will announce the process results on the Foundation and INIBIC’s websites with anonymised data. This will include the list with the provisional overall score of the candidates, with the score obtained expressed in descending order from highest to lowest score.
Any ties in points that may occur will be resolved in the following order :
Firstly, the tie-breaker will be the gender underrepresented in the professional group for which the candidate is applying.
Secondly, the tie-breaker will be in favour of the candidate with a recognised degree of disability equal to or greater than 33%.
Thirdly, the criterion will be the highest score in the personal interview.
Once the candidate has been selected and the relevant documentation has been submitted, the contract for this vacancy will be formalised.
If the selected candidate does not submit the documentation within the established period, or expressly renounces the contract, the next candidate will be automatically selected in order of priority on the list.

Composition of the Selection Committee
The Selection Committee will be appointed by resolution of the Foundation's Management, and its composition will be determined, whenever possible, by that provided for in article 59 of the LEPG, article 60 of the TRLEBEP and article 48 of Legislative Decree 2 / 2015, of February 12, approving the consolidated text of the legal provisions of the Autonomous Community of Galicia on equality and Decree 95 / 91, of March 20, approving the Regulations for the selection of personnel of the Administration of the Autonomous Community of Galicia.
The persons who form part of the Committee must abstain from participating when they meet the circumstances provided for in article 23 of Law 40 / 2015, of October 1, on the legal regime of the public sector, in the Instructions regarding the functioning and performance of the selection tribunals approved by Resolution of the Minister of the Presidency, Public Administrations and Justice of April 11, 2007, and in the agreement adopted by the Consello da Xunta of April 8, 2010, as well as in the internal regulations of the Anti-Fraud Plan approved by the Governing Body of the Foundation. The occurrence of any of the above causes must be communicated to the Management of the Foundation.
Candidates may challenge the appointment of members of the tribunal when they meet any of the circumstances referred to in the first paragraph, in accordance with the provisions of article 24 of Law 40 / 2015, of October 1, on the legal regime of the public sector. The Management of the Foundation will publish the corresponding resolution appointing, the new members of the tribunal who will replace those who lose their status for any of the reasons provided for in the previous basis and must request from the remaining persons who form part of the tribunal a declaration that they do not find themselves in any of the circumstances indicated above.
The procedure of the Selection Committee shall at all times comply with the provisions of these bases : Law 40 / 2015, of October 1, on the legal regime of the public sector, the instructions relating to the operation and performance of the selection tribunals, Law 2 / 2015, of April 29, on public employment in Galicia and the Instructions relating to the operation and performance of the selection bodies of April 11, 2007, amended by the agreement of the Consello da Xunta de Galicia of April 8, 2010; and the rest of the legal system.
