The position for a Personnel Coordinator - Certification and Policy Compliance will be available immediately at East Central ISD. All individuals (district employees included) who are interested in this position must apply online through Frontline via the district website. PRIMARY PURPOSE: Coordinate planning, organizing, and monitoring the day-to-day personnel functions, as well as develop and maintain personnel processing functions including credentialing and records management.
MAJOR RESPONSIBILITIES AND DUTIES:
1. Collaborate with the Personnel Coordinator of Strategic Staffing with the recruitment of staff and interviewing of candidates for available positions, including attending job fairs, Handshake, and other avenues of recruitment
2. Assist with Teacher Incentive Allotment.
3. Oversee the system of initial onboarding for new employees
4. Coordinate and maintain the Personnel Department's Continuous Growth process in collaboration with department leaders
5. Responsible for District Employee Handbook and Hiring Management Handbook to include revisions
6. Coordinate the District management of the Safe Schools/Vector platform
7. Serve as a hearing officer for employee complaints and grievances and provide response
8. Oversee the appropriate certification and licensure requirements for teacher assignments according to SBEC assignment criteria
9. Collaborate with SBEC to request permits and certificates for teachers and paraprofessionals, monitor permit status, and upload employment information
10. Responsible for the accurate tracking of certification, testing, and permit status and follow up with employees to ensure completion of certification requirements within the established timeline
11. Develop and maintain data related to certification status, including the collection and reporting of data related to the Every Student Succeeds Act (ESSA)
12. Responsible for the preparation of job descriptions to ensure accuracy
13. Coordinate the revision, preparation, and electronic distribution of employee contracts and letters of reasonable assurance to ensure accurate delivery
14. Confirm years of service and coordinate information with payroll
15. Supervise the completion of employee requests for records from Personnel file
16. Coordinate personnel records management, to include ensuring personnel files contain all required documents and case management for compliance
17. Process Student loan forgiveness applications
18. Ensure compliance with local, state, and federal employment laws. Stay abreast of state and federal public policy changes that could impact the district
19. Resposible for monitoring employee retention and turnover through analysis of data and exit interviews
20. Supervise the maintenance of Eduphoria (Strive), Frontline, FileMaker Pro, DPS, and Image Silo
21. Act as a liaison between the District and ESS
22. Serve as a primary contact for Alternative Certification Programs and secondary contact for College/University Collaborative
23. Oversee managemenet of the Personnel webpage and assist with TIA website
24. Research and develop reports as needed
25. Assist with presentations for School Board Meetings, as needed
26. Maintain confidentiality regarding all personnel information
27. Follow district safety protocols and emergency procedures
28. Performs other tasks and assumes such responsibilities as may be assigned

MINIMUM QUALIFICATIONS:
Education/Certificate:
Bachelor's degree, Master's degree required
Texas Administrator Certificate required

Experience:
Three years of campus administrative experience preferred
East Central Independent School District experience preferred
