Career Opportunity
We are currently seeking candidates for our Assistant Program Manager (APM) position located in Rota, Spain. This position serves as T‑Solutions’ manager for Port Engineering Program personnel in Rota, Spain. The primary function of this role is to ensure Port Engineers and Combat System Port Engineers follow U.S. Navy maintenance policies as well as T‑Solutions policies and have the necessary knowledge and tools to do their jobs.
Essential Duties and Responsibilities
* Support the Program Manager/Deputy Program Manager in day‑to‑day execution of the contract and site operations in Rota, Spain, Manama, Bahrain, Gaeta, Italy, and Aegis Ashore sites in Poland and Romania.
* Provide leadership, oversight, and mentorship to assigned Port Engineers, setting expectations, coaching performance, and promoting consistent standards and quality.
* Support Type Commander surface ship maintenance policies, guidance, and initiatives.
* Plan, coordinate, and participate in shipboard visits and on‑site engagements to validate work scope, assess execution issues, and support Type Commander customer priorities.
* Monitor program performance and readiness metrics; analyze trends, identify risks, and recommend or implement corrective actions in coordination with leadership and stakeholders.
* Oversee development, review, and governance of work packages (as applicable), ensuring technical accuracy, schedule alignment, and executability at required review milestones.
* Facilitate peer reviews and best‑practice sharing; capture lessons learned and drive standardization across the team.
* Communicate program status, issues, and priorities through written updates, briefs, and meetings, coordinate across internal departments and Type Commander customer representatives.
* Support delivery of contract deliverables by collecting inputs, verifying accuracy, and meeting suspense dates.
* Assist with recruiting, onboarding, and orientation of new personnel; validate staffing requirements and support continuity of operations.
* Manage and track required training, certifications, and professional development for assigned personnel; ensure compliance with company and customer requirements.
* Perform routine supervisory and administrative duties, including reviewing timesheets and expense reports, addressing employee issues, and elevating concerns as appropriate.
* Manage visa and base access processes for each location, ensuring timely coordination and compliance with requirements.
* Participate in Type Commander and company meetings relevant to performance and execution; represent site leadership as directed.
* Develop or improve tools, trackers, and processes to increase efficiency, accuracy, and transparency in program execution.
* Ensure compliance with applicable safety, security, quality, and ethical standards; report hazards and incidents and enforce corrective actions.
* Perform other duties as assigned to meet mission and contract requirements.
Travel
* This position includes frequent travel to regional (Bahrain, Italy) and CONUS Fleet concentration areas.
Education, Knowledge, Experience, Skills, and Abilities Required
* A bachelor’s degree in management or an engineering/technical field.
* Level III or higher PE/CSPE Certification or ability to obtain within one year of employment.
* Five (5) years (highly desirable) recent Navy Port Engineer experience or naval shipyard, Supervisor of Shipbuilding, and/or FLTCINC or TYCOM Maintenance Staff experience.
* Detailed knowledge of Navy ship depot level maintenance planning and execution processes.
* Navy technical management experience; Navy, USCG, MSC, NOAA or commercial shipboard engineering experience.
* Working knowledge and experience with CSMP and maintenance programs including VSB, NMD, eDFS.
* Proficient with Microsoft 365 productivity suite applications.
* No less than two (2) years as a U.S. Navy Port Engineer.
* Project Management Professional (PMP) certification or ability to obtain within 12 months of employment.
* Demonstrated organizational skills, initiative, and ability to work independently.
* Excellent communication skills.
Qualifications
* Active DoD Secret security clearance is highly desired; however, candidates eligible to obtain and maintain a DoD Secret security clearance will be considered. The selected candidate will receive a contingent offer if they do not hold an active clearance. A start date will be established once a fully adjudicated Secret clearance is granted.
* Must be a U.S. citizen.
* Must possess a valid Driver’s License.
* Must have reliable transportation to and from various work locations.
* Must maintain the capability to communicate with their supervisor or manager when not in the office. This includes using your equipment and services for business‑related purposes. The compensation for this position includes incidental costs for work‑related usage of your personal devices.
Physical Requirements
* Ability to traverse stairs, fixed ladders, and ladder wells frequently while walking ships daily.
* Wherewithal to spend several consecutive days at sea while underway as needed.
* Capable of sitting for long periods, standing, walking, crouching, and kneeling.
* Reaching, handling, using equipment, keyboards, and mobile devices.
* Lifting boxes (files and supplies) up to 20 lbs.
