The expert will be available for frequent deployments to the missions and fill-in a specific key position within mission’s organigram or act as Emergency Coordinator, being responsible for the quality and effectiveness of Acción Contra el Hambre’s programs within deployment missions.
He / She will be available for deployments to the missions and fill-in a specific mid-level managerial position within missions’ organigram or act as Emergency Coordinator, Field Coordinator / Head of Base, Programme / Project Manager being responsible for the quality and effectiveness of Acción Contra el Hambre’s programs within deployment missions. According to the candidate’s profile and experience he / she could potentially cover higher level managerial roles if validated accordingly by line management and in agreement with the Geographical Desk and Country Director.
In case of Emergency response, the expert will act as Emergency Coordinator in the overall management of Acción Contra el Hambre’s emergency response program within the mission, including design, programming, operations, security, and stakeholder relations. Responsible for developing, coordinating, and managing all emergency response activities and managing the mission’s emergency donor portfolio and budgets, as well as staff development.
In case of Gap Filling, the expert will need to quickly cover a key emergency-related vacant position – upon specific job description – and ensure that key action points are managed until a longer-term profile has been identified.
When based in HQ, the expert will participate in lessons learned exercises and contribute to capitalization documents, providing field insights. He / she will also contribute to managing the AECID-funded Emergency Program (Convenio) and its objectives at HQ level.
Reporting lines include the Deputy Head of Emergency Pool, the Country Director, Deputy Country Director, and/or the Geographical Desk, as appropriate.
Las principales actividades que desempeñarás son las siguientes :
* Objective 1 : ON FIELD DEPLOYMENT / NEEDS ASSESSMENT & EMERGENCY RESPONSE PLAN: Conduct exploratory missions, rapid assessments, and design emergency responses in coordination with relevant stakeholders. Develop integrated response, implementation, and exit strategies based on assessments. Coordinate project plans and budgets, assist in securing donor funding, and oversee project proposals and ongoing surveillance of emergencies.
* Objective 2 : ON FIELD DEPLOYMENT / EMERGENCY RESPONSE OVERVIEW & HUMANITARIAN PROGRAMME MANAGEMENT: Lead program direction, supervise and coordinate activities, ensure quality of response, and oversee administrative procedures, security, and logistics. Conduct response plan capitalization and assess new intervention opportunities.
* Objective 3 : ON FIELD DEPLOYMENT / TEAM MANAGEMENT & LEADERSHIP: Manage emergency response teams, ensure staff are briefed and trained, conduct performance appraisals, promote a respectful work environment, and ensure effective teamwork and morale. Maintain communication with the Country Coordination Team and other stakeholders.
* Objective 4 : ON FIELD DEPLOYMENT / PROGRAMME SUPPORT SERVICE MANAGEMENT: Ensure support functions such as security, financial management, and logistics are established and compliant with policies. Liaise with HQ and local authorities to ensure legal and contractual compliance.
* Objective 5 : ON FIELD DEPLOYMENT / GAP-FILLING: Fill in for mid-level managerial positions and provide emergency advice. Represent Acción Contra el Hambre, oversee activities, and ensure procedures are followed. Improve programming relevance and impact based on the mandate and country strategy.
¿Esta descripción encaja contigo?
* University Degree related to humanitarian or management fields. Valid HEAT or similar training - ESSENTIAL. High-level managerial experience, including managing multi-million-dollar budgets. Experience in decision-making, leading multidisciplinary teams in volatile contexts, and negotiation with authorities and donors (minimum: FieldCo or Head of Base level). Strong understanding of humanitarian systems, Sphere standards, security, civil-military liaison, and program management. Experience in Emergency Response MEAL is valued. Technical expertise is valued.
* Minimum 3 years in similar roles or mid-level operational management and coordination (FieldCo, Head of Base, etc.) – ESSENTIAL. Experience in both field and HQ levels is an asset.
* Experience in program design, proposal writing, budgeting, and donor reporting – ESSENTIAL. Experience managing field operations and project implementation – ESSENTIAL. Inter-agency coordination and negotiation with authorities and partners – ESSENTIAL. Working in volatile environments with security constraints – ESSENTIAL. HR management and conflict resolution – ESSENTIAL.
* Spanish (spoken, read, written) – COMPULSORY. English (spoken, read, written) – COMPULSORY. French (spoken, read, written) – COMPULSORY.
* Up to 70% field time, 30% HQ/remote. Deployment length: up to 2 months with 24h notice for emergencies. Flexibility as per Emergency Pool policy.
