The CTTC is looking for a General Administrator who is responsible for the administrative direction of the foundation. Reporting directly to the Director and working closely with the Direction Unit, the General Administrator will ensure that all administrative processes are executed efficiently and effectively, supporting the organization’s broader research and strategic objectives. This position is crucial for ensuring that operational functions align with the foundation’s goals and vision, providing the Director and research leadership with the necessary support to focus on research priorities.
The General Administrator will work collaboratively with a 25-member administrative team, managing key functions such as HR, economic management, project management, legal, logistics, and IT. This position is expected to act as the executive officer for all non-research operations while maintaining close alignment with the strategic direction set by the Director and the Direction Unit.
Position Description: Key Responsibilities
Strategic and Operational Leadership
- Collaborate with the Director to translate strategic decisions into operational plans and actions.
- Evaluate and communicate the administrative, legal, and financial implications of decisions to support informed leadership.
- Develop and implement policies and procedures to optimize operational efficiency and compliance.
- Knowledge and familiarity with the Spanish and Catalan administration.
- The General Administrator depends hierarchically on CTTC Director.
Financial and Economic
- Get the responsibility of the financial and economic operations of the foundation.
- Oversee the preparation and management of CTTC’s annual budget, accounts and regular reports, ensuring accountability and reporting to the Board of Trustees.
- Manage treasury functions, grant administration, and financial reporting, maintaining transparency and compliance.
- Implement robust financial controls and risk management strategies.
Legal and Compliance
- Serve as the signatory authority for all decisions with administrative, legal, and economic impact.
- Ensure compliance with all legal, fiscal, project, labor, and public-sector regulations.
- Oversee all tenders prepared by the institution, acting as the contracting authority of CTTC.
Human Resources
- Responsible for the HR management, ensuring compliance with labor laws and fostering best practices in recruitment, retention, and professional development.
- Support initiatives to improve workplace climate and employee satisfaction across all teams.
Project Management
- Supervise administrative support for research projects, ensuring compliance with funding requirements.
- Oversee grant management processes, ensuring timely submissions and effective coordination between research teams and administrative staff.
Administrative and Team Management
- Lead a multidisciplinary administrative team, covering finance, HR, project management, legal, IT, and logistics.
- Lead the dialogue between administration and CTTC Direction
- Drive efficiency and continuous improvement in administrative processes to support CTTC’s mission.
- Ensure alignment of administrative resources with institutional priorities.
Asset and Facility Management
- Manage CTTC’s tangible and intangible assets, including facilities, equipment, and IT infrastructure.
- Oversee the maintenance, optimization, and operational efficiency of CTTC’s buildings.
- Supervise insurance policies and ensure appropriate coverage for all assets and operations.
- Develop and implement strategies to enhance energy efficiency and sustainability in building operations.

Qualifications and Experience
- Education:
Degree in engineering, research, public administration, or related fields. Advanced qualifications in management or public administration are a plus.
- **Experience**:
Substantial experience in public administration, project and research management, or a similar leadership role.
Proven expertise in overseeing multidisciplinary teams and managing administrative functions in a research or academic organization.
