NTU International A/S is leading a consortium for the preparation of proposal for the EU funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland and is searching for non-key experts to support the core team during the implementation of this project.
The overall objective of the Education PER would be to provide evidence-based recommendations for: better fiscal management, efficiently and effectively use of public expenditures to support Greenland’s education sector, improve service delivery).
Economist (senior key expert)
Key Responsibilities:
* Lead the analysis of public expenditure patterns, budget allocation, and fiscal policy impacts.
* Assess government debt sustainability and revenue generation capacity.
* Conduct macroeconomic and fiscal forecasting, including scenario analysis.
* Evaluate the economic impact of public spending using advanced modelling tools.
* Apply CGE models, input-output analysis, and other fiscal tools for policy simulations.
* Provide policy recommendations on fiscal sustainability, taxation, and expenditure reforms.
* Prepare high-quality reports and presentations for stakeholders, including government and donor institutions.
* Collaborate with multidisciplinary teams and contribute to strategic economic planning efforts.
☝️ Qualifications and skills:
* Advanced degree (Master’s or PhD) in Economics, Public Finance, or a closely related field.
* Proficiency in English (C1); Knowledge of Danish or Greenlandic is an asset.
☝️ Professional experience:
* Minimum of 15 years of professional experience in macroeconomic analysis, public finance, and fiscal policy.
* Demonstrated experience in conducting economic and fiscal analysis for small economies, ideally in the Arctic or similar regions.
* Strong background in economic modelling and forecasting, including use of CGE models and input-output analysis.
* Proven experience in assessing fiscal sustainability, government expenditure frameworks, and public revenue structures.
* Excellent knowledge of economic theory, applied macroeconomics, and public policy analysis.
* Experience in working with international donors, public institutions, or development agencies is highly desirable.
* Strong report writing, analytical, and stakeholder engagement skills.
