We are looking for a Responsible for Purchases for the central offices of Sumar.
Reporting to the Operations Management of Sumar, you will be responsible for designing, implementing, and supervising the management of purchases, teams, services, and products, achieving the best conditions of quality, service, and price from suppliers, in compliance with public procurement regulations and in accordance with SUMAR's values and policies.
Specifically, you will be responsible for:
* Designing, implementing, and supervising SUMAR's purchasing policy according to involved technical, administrative, and legal processes.
* Drafting contract conditions and participating in selecting the pool of candidate suppliers to ensure competition in procurement processes.
* Monitoring contractual conditions during the contract term and ensuring quality and handling serious incidents during the contract's validity.
* Market prospecting: understanding the functioning, specifics, and supply chains of various suppliers providing products and services to the organization.
* Sector monitoring: keeping up-to-date with innovations, trends, and regulations affecting the operation of facilities.
* Supplier evaluation: establishing an evaluation methodology including economic, qualitative, and service parameters.
* Contracting: actively participating in drafting criteria and conditions to maximize competition and ensure quality supply or service.
* Contract follow-up: establishing and applying a methodology to monitor and fulfill contractual criteria during the contract period.
* Preparing the annual purchase budget.
* Monitoring serious incidents, sanctions, and potential impacts on centers from different suppliers.
* Service entries: analyzing all contracts at the time of management change.
* Coordinating subrogations and new contracts with the legal department.
* Budget management: preparing the purchase budget and coordinating the department's overall budget.
We offer:
* 40-hour weekly schedule from Monday to Friday.
* Typical hours are Monday to Thursday from 8:00 to 16:45 and Friday from 8:00 to 15:00.
* Temporary contract to cover a leave of absence.
* Salary according to experience.
Requirements:
* Degree in Business Administration, Engineering, or similar. Master's or postgraduate in procurement management or logistics preferred.
* Good negotiation skills and practical experience.
Experience: At least 2 years in a similar role.
Competency profile: Negotiation, communication, emotional management, initiative, proactivity, problem-solving, relationship management, and learning ability.
Other skills: Advanced Microsoft Office, especially Excel; knowledge of Microsoft Navision is a plus; fluency in Catalan and Spanish; driving license and car.
