Context
IOM is undertaking a Business Transformation (BT) process, driven by the Internal Governance Framework (IGF). This includes a global review of planning, budgeting, project resources management, and reporting, and the adoption of an enterprise resource planning (ERP) solution — the Wave system built on Oracle Cloud Fusion ERP and Oracle Cloud Enterprise Performance Management. The Stream Lead (Finance to Manage) (F2M) will function under the Chief of the Corporate Solutions Unit (CSU), coordinating with Business Process Owners (BPOs) and other Wave ERP Business Relationship Managers (BRMs) to ensure the ERP solution meets organizational performance objectives and remains technically sound.
Responsibilities
* Lead and act as the F2M focal point for the BRM Team, managing and enhancing IOM’s system‑based finance processes and procedures (cost objects, commitment tracking, financial monitoring, accounts payable, payment processing and settlement, reporting).
* Collaborate with the Department of Finance and Administrative Management (DFAM) and the global F2M community to understand the broader financial management context, address user needs, and proactively solve issues.
* Set priorities and manage the outputs of contracted resources (vendors and internal teams) to ensure timely and correct resolution of requirements/problems.
* Ensure continuity of F2M‑related systems, monitor software upgrades, regression tests, technical integrations, cloud platform management, and related user tasks performed by vendors.
* Analyze end‑user support requests and Tier 3 application change requests and defect resolutions to achieve end‑user satisfaction and operational requirements.
* Lead business relationships with business process owners and other stakeholders covering the F2M scope, defining demands, measuring and reporting service quality, and coordinating issue resolution.
* Manage the full change process lifecycle, performing business analyses, advising and coordinating change activities, ensuring cross‑functional integration and compatibility, and maximizing the benefits of periodic cloud provider releases.
* Liaise with the ICT Enterprise Architect to keep CSU’s F2M solutions compatible with and supportive of ICT architectural and technology goals.
* Prepare technical and user documentation for F2M domain applications, technical presentations, and technical reports.
* Manage related tasks and operations, tracking, monitoring, and reporting progress against plans, requirements, quality measures, and service levels.
* Promote acceptance and buy‑in at all change implementation stages to ensure smooth adoption of new practices, procedures, processes, and systems.
* Provide direct oversight and support to external experts, consultants, vendors, and suppliers engaged by the CSU in delivering in‑scope solutions.
* Perform any other duties assigned.
Qualifications
Education
* Master’s degree in Business Administration, Management, Finance, Information Technology or a related field with seven years of relevant professional experience, or a university degree in these fields with nine years of relevant experience.
* Professional certification as a qualified accountant (ACCA, CA, CPA, CIMA, CIPFA) is an advantage.
* Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience
* Extensive experience in accounting and financial management, including accounts consolidation, financial analysis, accounting process and procedure design, master data structure management, and general financial reporting in a large‑scale organization.
* Practical knowledge of IPSAS accounting standards is a distinct advantage.
* Proven expertise with Oracle Cloud Fusion ERP (planning, budgeting, project resources management, reporting) in terms of configuration and accounting rule management.
* Experience implementing effective financial controls and ERP software/application solutions.
* Direct experience in an active role in an ERP implementation and accounting structure set‑up is a distinct advantage.
Skills
* Excellent communication skills, with the ability to present information clearly and concisely in writing and verbally.
* Strong analytical and writing abilities, including editing a range of materials such as policies and reports for diverse audiences.
* Knowledge of Oracle Cloud Fusion ERP modules, configuration, and operation.
Languages
Fluency in English (oral and written) is required. Working knowledge of French, Spanish and/or another official UN language (Arabic, Chinese, Russian) is advantageous. Language proficiency will be evaluated during the selection process.
