This role will be key in achieving our strategic market and client ambitions. We are seeking to appoint a Pursuits and Bids manager (Spain) to join our MCBD function. 
The Opportunity 
This is your chance to join our Bids & Contracts Team in our Madrid office. This role will provide essential legal and administrative support in public procurement procedures and the formalisation of public contracts. The successful candidate will also support the legal and administrative processes involved in forming and managing temporary joint ventures (UTEs) for public projects. You will work in a dynamic, cross-disciplinary environment, collaborating closely with legal, finance, HR, and commercial teams, as well as with external legal and insurance providers in Spain and the UK. 
Responsibilities 
- Public Tender Procedures (Bidding Stage): Coordinate the collection of required documentation (Social Security certificates with HR, AEAT certificates with Finance, and civil or professional liability insurance certificates with Ferrer y Ojeda or Lockton UK). Support the issuance of provisional guarantees (with Ferrer y Ojeda). Support the preparation of joint venture commitments when bidding as a UTE. Review signing authorities and powers of attorney to ensure compliance with bid requirements. Request special powers of attorney if needed (with Company Secretary). 
- Contract Award and Formalisation Procedures: Collect and submit documentation required in award letters; coordinate with internal teams and external stakeholders to ensure timely submission and compliance. 
- UTE Formation and Launch: Support the full setup of UTEs, including notarial deed of incorporation, NIF application with AEAT, digital signature for UTE manager, tax registrations, and bank account setup. Coordinate documentation such as statutes and powers of attorney; collaborate with notaries and public authorities; ensure onboarding and compliance with local requirements. 
- UTE Ongoing Support: Monitor project-related transactions and UTE account activity; register monthly accounting entries; manage invoices and payments to partners and subcontractors; support quarterly and annual tax returns. 
What we’re looking for 
Requirements 
- Degree in Law or related field 
- 2+ years of experience in legal or administrative roles related to public procurement, corporate law, or contract management 
- Strong understanding of Spanish public procurement procedures and documentation 
- Excellent organisational and coordination skills 
- Ability to work across teams and manage multiple stakeholders (legal, finance, HR, external providers) 
- Good knowledge of Microsoft Office tools 
- Professional level of Spanish and English (spoken and written)
