You will serve as an IT Specialist (PLCYPLN) in the Overseas Logistics and Life Cycle Engineering department of NIWC ATLANTIC in the role of Afloat On-Site Installation Coordinator.
Duties
Help
* You will deliver integrated systems and capabilities onboard U.S. Navy Surface units.
* You will manage and delegate resources to execute multiple large complex projects, provide recommendations for improved resource management and building cross SYSCOM-Project Team Alliances at the Project Leadership level.
* You will support and apply rigorous security while performing complex tasks with multiple dependencies, to include installation planning activities, project management and installation execution skillsets
* You will monitor all execution team activities throughout, maintaining awareness of availability status, problems confronted, and courses of action taken through periodic management meetings, and management of the project team.
* You will lead or participate in and contribute subject matter expertise in knowledge management, knowledge sharing, and lessons learned to identify and drive the implementation of solutions to issues that impact the Division and the Department.
* You will ensure project milestones are met, identify all potential risks to the successful completion of the work that may require additional staff, money, or resources.

* This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
* If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
* Must be able to obtain and maintain a U.S. Passport.
* May be required to obtain a VISA dependent on the overseas country's laws/regulations.
* You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
* Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Monitoring all execution team activities throughout, maintaining awareness of availability status, problems confronted, and courses of action taken through periodic management meetings, reports, and direct/indirect management of the project team.
* Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing input to the team, recognize and correct potential problems of a technical, material, and fiscal nature through monitoring the total effort with typical cross organization project team interaction up to the leadership level.
* Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Teaming across organizational boundaries, both technical and non-technical communication with customers, senior leaders, and the workforce at a strategic level.
* Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving technical issues to ensure effective and efficient systems management support, service operations, and adherence to contract specifications.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector 1) Performing in a Project Lead or Test Director role to plan and coordinate activities for consolidated projects of high importance, building Project Team Alliances across Organization participation and visibility AND; 2) Analyzing data and resolving technical issues to ensure effective and efficient systems management support, service operations, and adherence to contract specifications AND; 3) Performing project management and management of cost, schedule, risk, and performance of highly complex projects, as well as the effective use of both a risk management and earned value management system.
