We are a Barcelona-based startup in the New Space sector building a constellation of nanosatellites to provide global, continuous connectivity for the IoT universe under the 5G protocol.
Your mission
As a Regulatory Engineer, you will play a critical role in ensuring our satellite and telecommunications services comply with international, regional, and national regulatory frameworks. You will analyze spectrum policies, prepare filings to regulatory bodies such as the ITU and national administrations, and support cross-functional teams with up-to-date guidance on licensing, compliance, and spectrum management. This position requires a strong understanding of wireless communication standards (e.g., 3GPP, ITU-R), excellent analytical skills, and the ability to navigate complex regulatory environments to support innovation and global deployment.
Your main functions
* Monitoring regulatory changes and developing compliance strategies.
* Represent Sateliot’s regulatory interests in engagements with national regulators, industry groups (e.g., ESOA, GSOA), and international bodies.
* Participate in public consultations, working groups, and regulatory forums to influence the development of favorable policies and contribute technical expertise.
* Support strategic alignment with global spectrum harmonization efforts, including ITU-R and WRC initiatives.
* Lead new filing processes with the ITU and national authorities.
* Prepare technical materials for global satellite license applications.
* Manage spectrum resources, perform interference analysis, and coordinate with other operators.
* Engage with regulators and industry bodies to advocate for Sateliot’s interests and contribute to policy development.
* Ensure continuous compliance through internal audits, documentation, and reporting.
* Support the technical team to translate regulatory requirements into actionable technical specifications for satellite and ground system design (e.g., ITU compliance, debris mitigation, emissions limits).
* Coordinate internationally to secure authorizations and maintain operational rights, including leading technical coordination dialogues to mitigate interference risks and secure regulatory clearances for service coverage expansion.
* Continuously assess developments in regulatory policy and perform technical analyses of the impact of proposed policy changes.
Requirements
* Bachelor’s or Master’s degree in Telecommunications, Electrical Engineering, Aerospace, or a related field.
* Minimum 5 years of senior-level experience in a spectrum regulatory role, ideally within a satellite operator, national regulator, or international regulatory body.
* Extensive experience in interpreting and applying the ITU Radio Regulations and related Rules of Procedure, with a solid understanding of other international spectrum and satellite regulations (CEPT, FCC, ...).
* Experience with licensing and filing processes for satellite systems, including ITU filings and national authorizations.
* Familiarity with NTN/Non-Terrestrial Network standards and 3GPP compliance (Release 17+ preferred).
* Proficiency in interference analysis and spectrum coordination, using tools such as Visualyse Pro or equivalent software.
* Proven experience engaging with regulatory authorities, industry bodies, and external stakeholders.
* Strong analytical and organizational skills with attention to detail in documentation and reporting.
* Excellent written and verbal communication skills in English (additional languages are a plus).
* Comfortable working in cross-functional teams with engineering, legal, and commercial departments.
* Availability to attend international coordination meetings, conferences, and regulatory events.
