For a leading EPC contractor operating in the Oil & Gas sector, we are looking for a Pre-Commissioning Manager to join a major international project in the Netherlands involving the mechanical construction of a large-scale industrial plant.
The role is site-based and will be responsible for the overall planning, coordination, and execution of pre-commissioning activities, ensuring alignment with project requirements, technical standards, and client expectations.
Responsibilities
The candidate will define and implement the Pre-Commissioning strategy and execution plan, including procedures and method statements for Client approval. The resource will lead and coordinate all pre-commissioning activities by system and subsystem, ensuring readiness for Mechanical Completion and handover.
Key tasks include managing resources and subcontractors, supervising testing activities on piping systems (flushing, hydrotesting, leak testing), and ensuring proper documentation for Mechanical Completion dossiers while maintaining full traceability.
Requirements
* Technical Skills: Strong knowledge of piping systems, pre-commissioning activities, and expertise in completion, handover, and turnover processes.
* Codes & Standards: Good knowledge of international codes and standards such as ASME B31.3, PED, and DVGW.
* Leadership: Proven experience in team coordination, subcontractor management, and stakeholder engagement on-site (SIMOPS, permits).
* Languages: Fluency in English is mandatory (minimum B2 level); knowledge of Italian is considered a plus.
* Education: Degree in Mechanical Engineering or equivalent technical background.
* Experience: 10+ years of experience in Pre-Commissioning / Commissioning roles within EPC industrial projects (refineries, petrochemical, power, gas, or biofuel plants).
* Specialization: Deep understanding of execution strategies, method statements, and managing punch lists/close-out activities.
* Mobility: Ability to be based full-time on-site in Rotterdam for the project duration.
* Must already hold a valid EU citizenship or a valid work permit for the European territory.
