Enable, foster, support, and ensure best fleet management practices are followed and implemented regionally, including mid- and long-term machine replacement and investment planning, tracking and controlling owning and operating expenses, aligning machine specifications, providing technical training, and maintaining overall machine safety standards to maximize equipment reliability and availability at the lowest possible cost. As a change agent supporting major technical and commercial decisions across diverse stakeholders, the Regional Fleet Enabler must possess excellent project management, collaboration, and communication skills.

Main Responsibilities
1. Support a culture of fleet management excellence in machine reliability, availability, utilization, technical and commercial support, meeting safety and sustainability standards, positioning the Global Fleet Management area as a strategic leader in best practices.
2. Build internal capabilities (people, processes, technologies) to identify and implement better fleet management practices that promote growth and profitability.
3. Lead in fleet management KPIs, strategic sourcing, local service network development, and technologies to reduce total cost of ownership.
4. Deploy and manage high-level fleet management plans, including large contract approaches and TCO improvement strategies across CEMEX countries, tracking milestones, savings, resources, and implementation.
5. Manage local and regional supplier performance to meet business requirements.
6. Monitor external markets for opportunities and challenges, addressing gaps between business needs and supplier performance, and ensuring compliance.
7. Influence testing of new products or technologies in operations, securing end-user approval.
8. Collaborate with operations to validate and deploy specifications for mobile equipment, services, and materials, and provide budget recommendations.
9. Coordinate with authorized dealers, contractors, and vendors to ensure equipment availability.
10. Plan long-term equipment replacement and support budget tracking and expenses control, including managing surplus and obsolete equipment sales.
11. Develop and monitor warranty guidelines and procedures, supporting regional service network backup.
12. Implement continuous improvement practices for maintenance, recommending best-in-class procedures for repair, rebuild, or component replacement.
13. Track equipment deliveries and follow up accordingly.
Qualifications
Minimum of 5 years experience managing mobile equipment.
Change Agent in a Leading Organization
Academic Background: Bachelor's degree in Mechanical Engineering, Business Development, or related field; an MBA is desirable.

* Hands-on management style with understanding of fleet management best practices, technologies, and tools, and a history of driving continuous improvement.

Internal: Interaction with all business sectors within CEMEX, including Aggregates, Cement, Logistics, Ready-Mix, and others, at managerial and decision-making levels.
External: Engagement with regional mobile equipment dealers, OEM directors, regional service support managers, warranty managers, and other key external stakeholders.
