Achieve the Operational Excellence (safety, reliability & efficiency) in the LI Facility, in compliance with all local regulations and IMS rules, in line with the LI Strategy defined by the main stakeholders.
Manage the teams and operate the production equipments at Facility level, in coordination with other involved teams (Industrial / Maintenance teams, SIO Center, BD / Energy teams, IM/EL teams, HSE teams and any other key stakeholders for LI Operations) to achieve the targets at Facility level.
Responsibilities Achievement of Operational Excellence in the facility.
Safety: ensure safety performance and legal responsibility at the facility level, with delegation from the Entity LI Operations Director.
Safety, Field-Safety, Process-Safety, Cybersecurity & Security at Facility level, with support of HSE and Industrial Management teams. Responsible for safety in the plant and for developing/maintaining a strong and sustainable safety culture.
Reliability: deliver on products per customer contracts and demand for available equipment, plant and/or pipelines; develop/maintain a strong and sustainable reliability culture.
Ensure Efficiency Performance at Facility level, in support of the SIO Center.
Performance contribution and follow-up.
Build and maintain customer operational relationships; foster positive relationships with customers and regional support (fire/police/community/etc).
Approve the Facility Standard Operating Procedures (SOPs).
Manage operational transients and coordinate the capitalization / feedback / lessons learned loop. Troubleshoot local issues while operating the plant safely and reliably in nonstandard modes.
Understand, monitor, and optimize local operating costs and budgets; recommend opportunities to reduce costs and improve efficiency. Accountable for the facility's cost of sales.
Asset optimization: ensure actions required to bring the plant and/or the network back to normal process conditions are promptly and properly implemented, with risk analyses conducted before operational solutions.
Interface with other teams; ensure maintenance tasks are authorized, coordinated, and documented (EIS), and determine if a ready-to-operate review (RTOR) is needed after maintenance activities.
Collaborate with ROCC to ensure appropriate Quality and Quantity of product delivered to customers at an optimum system cost; set the Local or Remote Connection from SIO.
Promptly inform the ROCC Pilot/Manager about local issues and constraints that affect economic efficiency while ensuring short-term reliability management.
Coordinate incident management at facility level in interface with other involved teams.
Coordinate with Industrial Direction Teams regarding deployment of programs at facility level.
Coordinate with HSE teams the facility's compliance with regulations and Group standards (safety and process safety).
Management of HR resources in the facility: ensure availability of resources to execute site manager missions, provide training and coaching, and enforce policies and procedures; complete Performance Development System reviews, training plans, and action plans for the team.
Ensure that team members pass the qualifications required by regulations and IMS according to their missions.
Ensure dialogue with Unions and support HR / Labor Relations on social issues at local level.
Legal compliance: responsible for facility regulatory compliance, with support of HSE and Industrial Management teams.
Keep the Entity LI Operations Director informed of activity development and the adequacy of guidelines under local regulations.
