Assists with the development and monitoring of both capital and expense budgets. The incumbent is responsible for the system’s expansion in fiber networks, ensuring quality status of construction operations, and developing a pool of qualified technical support personnel.JOB RESPONSIBILITIES:1. Supervise construction sites and direct site managers and subcontractors to make sure standards of building performance, quality, cost schedules and safety are maintained.2. Plans Construction methods and procedures.3. Control preparation of cost estimates and the documentation for contract bids.4. Control payment to subcontractors by valuation of completed works.5. Consult with field engineers and other technicians to make sure that design intentions are met.6. Ensures proper communication and coordination of construction activities with other departments including technical, maintenance, locating, warehousing, accounting, customer service, marketing, and Business services.7. Ensures proper communication and coordination of construction activities with city and state engineers, utility officials, contractors, vendors, developers, property owners, and CATV and alternate access customers in an effort to meet or exceed construction timelines.8. Enforces compliance with NESC codes, BICSI, and FCC regulations, and utility contracts and specifications.9. Ensures that franchise commitments are met.10. Responsible for preparing and negotiating contracts with design, engineering, and construction contractors and equipment vendors.11. Selects, trains, directs, and motivates employees, evaluates performance and recommends salary actions for subordinates.12. Develops and monitors an inventory control system for material management.13. Enforces the quality status and safety of construction services by establishing and monitoring appropriate administrative systems of operation.14. Utilizes and trains staff on various computer networks including JD Edwards, Kronos, Microsoft Project, Microsoft Office, and general PC operations.15. Develops tracking logs for budgeting and network mileage.16. Monitors company vehicle usage and appearance to meet company standards.17. Participates on the board of directors for the state One-Call system.18. Other duties as assigned.EXPERIENCE:1. 5-7 years Fiber optics, CATV, Telephone or Copper experience or 1-3 years and Bachelor Degree.2. Minimum 3 years’ leadership experience preferred.3. Minimum 3 years’ design experience or equivalent preferred.4. 3-5 years locating experienceCOMPETENCIES - SKILLS/KNOWLEDGE/ABILITIES:1. Strong knowledge of fiber design.2. Knowledge of GIS/CAD technology.3. Knowledge of computer software programs Microsoft office preferred.4. Knowledge of drafting design principles.5. Knowledge of fiber design and splicing preferred.6. Knowledge of both capital and expense accounting7. Strong interpersonal skills in order to interact with all levels of employees and various external customers.8. Skill to operate personal computer and CAD.9. Ability to work with mínimal supervision.10. Ability to operate company vehicle and driver’s license in good standing.11.
