**Overview**:
Under general guidance and direction from the Parks Director, performs administrative, supervisory, and maintenance duties in the daily operation of parks facilities.
**Essential Job Functions**:
Manages Parks division and supervises full-time and seasonal employees; assists in the hiring and training of Parks Dept. employees; assists with employee evaluations and employee job performance reviews, assists in employee disciplinary actions; assists with timecard management and payroll preparation. Promotes Parks Dept. core values and goals, and ensures maintenance standards are being met at City owned parks, open spaces, properties and facilities, detention basins, and public rights of ways.
Represents the Department Director, as needed at management team, City Council, budget, and public or professional meetings. Presents department related information to City Council and other elected officials. Participates in Professional Association conferences and trainings.
Schedules, assigns, and monitors' full-time Crew Lead and seasonal employee work; develops department policies and priorities, maintenance schedules, parks maintenance projects, park improvement projects, ensures all daily park maintenance needs are completed, i.e. bathroom cleaning, garbage collection, bowery and picnic table cleaning, mowing and trimming, park inspections, playground maintenance and inspections, and provides oversight and assistance for sprinkler system repair and maintenance.
Works with Parks Director to plan for new and improved parks facilities; manages projects under construction; assists in preparation of the Parks department budget; ensures operations and maintenance stay within budget allotments and constraints, supervises preparation of and signs purchase orders for supplies and equipment. Stays current on industry products, advancing maintenance procedures, and new trends or innovations.
Coordinates services and assists with community partner events and programs, i.e., Chalk Art Festival, Coats For Kids Car Show, Handcart Days, Summerfest, Freedom Lights Festival, Farmer's Market, Food Truck League, and Community Garden, etc.
Must be available for emergency callouts with required 30-minute call response time
Under the direction of the Parks Director additional job responsibilities, assignments, or duties may be added or changed at any time.
**Knowledge, Skills and Abilities**:
- Thorough knowledge of parks management and operation standards and best practices, relevant city, state, and federal regulations i.e. Americans with Disabilities Act (ADA), Environmental Protection Agency (EPA), Occupational Safety & Health Act (OSHA); development and implementation of capital improvement plans or projects, and personnel management process.
- Knowledge of business management.
- Considerable knowledge of the principles of landscaping, forestry, and a variety of other fields related to parks and related developments.
- Thorough and working knowledge of sprinkler systems.
- Proficiency in tree care, pruning and basic arboriculture industry best practices.
- Knowledge of interactive water feature equipment including chlorination systems, pumps, valves, filtration devices, gauges, etc.
- Skill in establishing and maintaining effective working relationships with other staff, department heads, other agencies, and the public.
- Ability to direct, motivate, develop, and evaluate subordinates.
- Ability to communicate effectively, verbally and in writing.
- Ability to make well thought out decisions with confidence that are within established City and Division policies and procedures. Able to work calmly under stressful situations with calmness, competence, and appropriate response timing.
- Ability to work in emergency response settings, work in emergency response teams, and assist with Police, Fire and Emergency organizations as directed.
- Ability to lift and/or move up to 50 pounds on a regular basis.
- Ability to twist, stoop, bend, and climb on a regular basis.
- Ability to perform other related duties and tasks as directed or required.
**Qualifications**:
- Minimum Qualifications may include graduation from a college with a bachelor's degree in landscaping, horticulture, or related field and five to seven (5-7) years of experience in parks maintenance of which 3 years include responsibility in a supervisory or management role or an equivalent combination of education and experience.
- Successfully pass a background check, a driving record check, and a pre-employment drug test.
