Position
Senior Director, Energy & Infrastructure Policy – Europe (German fluent) for Tract. This role reports to the Vice President, Energy Strategy & Origination (Europe). This senior role will lead Tract’s policy engagement focused on energy and utilities while monitoring and influencing the broader policy landscape affecting digital and AI infrastructure. Overview
Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets where hyperscale and AI demand is high. Our approach is collaborative with governments, utilities, cities, and regions to ensure development is targeted for the optimal locations to maximize economic development benefits for the community while minimizing the impact on neighbors. This position is remote, with flexibility to be based in Berlin, other major German cities, Amsterdam, London, or Madrid. Responsibilities
Lead Tract’s engagement strategy with governments, regulators, and utilities to secure grid access pathways and supportive policy conditions for large-scale data center development. Monitor and analyze evolving datacenter, digital-infrastructure, and AI policy frameworks in Europe and the UK, and assess their implications for Tract’s investments. Build and manage networks across ministries, regulators, and transmission operators, facilitating senior Tract participation in high-level meetings, workshops, and consultations. Anticipate and interpret policy developments affecting power availability, transmission reform, permitting, and the broader digital-infrastructure ecosystem. Develop and maintain active relationships with BNetzA, BMWK, TSOs (50Hertz, Amprion, TenneT, TransnetBW), Ofgem, National Grid ESO, Nordic TSOs, and relevant ministries and trade associations. Represent Tract in consultations and policy dialogues, ensuring alignment between regulatory and infrastructure developments and Tract’s strategic priorities. Partner with the land strategy and deal teams to integrate energy, policy, and regulatory pathways into site acquisition, permitting, and project development. Collaborate with the Origination Strategy team to translate regulatory and policy insight into clear business implications, reporting, and executive materials. Deliver structured outputs, including consultation calendars, regulatory and policy impact briefs, stakeholder engagement plans, and market-intelligence packs. Coordinate with internal and external advisors to ensure proactive participation in regulatory and policy processes. Track and deliver KPIs, including regulatory and policy milestones, power access pathways, stakeholder-engagement cadence, and timely policy updates to leadership. Experience
12+ years of experience in the energy, utilities, or infrastructure sector, with a focus on regulation, transmission, or large-load development. Demonstrated experience engaging with government, regulatory, and policy bodies to enable infrastructure investment. Native or fluent German speaker with excellent English; additional European languages a plus. Established relationships with German ministries, regulators, and TSOs, with capacity to extend this network across Europe. Background may include one or more of the following: energy OEMs or industrials in policy, regulatory, or market-development functions; renewable developers or utilities involved in transmission, permitting, or market strategy; datacenter or hyperscaler energy teams with regulatory and utility interface responsibility; energy or digital-policy roles combining government-affairs and commercial execution; familiarity with EU and UK energy and digital-infrastructure regulation, permitting frameworks, and transmission-planning processes. Ability to synthesize regulatory, commercial, and policy inputs into actionable recommendations for senior decision-makers. Required Traits and Skills

The position can be based in Germany or another major European hub (London, Amsterdam, Madrid). Regular travel (25–30%) will be required throughout Europe to Germany, Brussels, London, Nordic capitals, and to Tract’s Denver headquarters. Tract Employment
