Under general guidance and direction, the Special Projects Manager will develop and lead deployment of labor, resources, and project delivery systems to successfully execute and deliver project work (i.e., meet client’s cost, scope, schedule, service expectations, and goals) within the area of responsibility. This position manages the Indefinite Delivery/Indefinite Quantity (IDIQ) process. This position further requires extensive knowledge of the operation, maintenance and repair requirements of facilities, equipment, and utility distribution equipment and systems. Must be able to supervise and manage the activities of multi-national and culturally diverse work force. Possess knowledge of safety and environmental issues as they relate to Public Works Management. Ensures compliance with requisite contractual, U.S. Government, DoD, U.S. Army, local and safety regulations, codes, policies, guidelines, and instructions.

**Responsibilities**:

- Manages projects through the complete lifecycle, from initiation through completion.
- Meet with project team and internal customers during planning of projects.
- Ensures the projects team has resources needed for successful project execution and monitoring by providing resources where and when needed.
- Arrange on-site meetings with project staff and subcontractors concerning projects.
- Visit project job sites and provide oversite and direction during the construction process.
- Write Statements of Work (SOW) and other project related documents.
- Develops and implements procedures that will lead to increased project performance and result in meeting the U.S. Government goals.
- Responsible for project administration and production of project documents such as Bill of Material (BOM), Rough Order of Magnitude (ROM) and the As Built.
- Monitors and manages project process and track progress against milestones, deadlines, and budget.
- Inspect completed project tasks with the assistance of the assigned project engineers.
- Creates and maintains project status reports (Power Point Slides and/or Spreadsheets) and briefs stakeholders on project progress and any issues.
- Keep accurate work order and progress records for all projects.
- Establishes and maintains effective working relationships with all stakeholders.
- Provide internal quality assurance checks.
- Document and maintain inspection reports completed by internal and external project engineers.
- Performs other duties and projects as assigned.

Qualifications:

- Bachelor’s Degree in a technical or business discipline; two (2) years of experience in related field may be substituted for each year of the four (4) years college.
- Must be able to obtain a Common Access Card (CAC)
- Must be a U.S. Citizen
- Must have a valid U.S. driver’s license.

**Experience**
- Minimum of ten (10) years of experience in project management with minor construction and/or facility operations and maintenance.
- Three (3) years' experience in an Outside the Continental United States (OCONUS) environment preferred.
- Experience working with a PWS, SOW, UCO and projects.
- Process a thorough understanding of, and skill in using; Project Delivery Processes and Tools.
- Experience of successfully engaging senior management and groups of stakeholders.
- Experience of successfully managing delivery of multiple projects.
- Able to demonstrate strong management skills including Project Management, Financial Management, Change Management, and Facilitation.
- Computer literate, able to efficiently use MS Office software including Word, Excel, Project, and Power Point.
- Demonstrated successful performance managing medium to large-sized projects.
- Must have good organizational and communication skills with the ability to exercise sound judgment and make independent decisions.
- Knowledge of principles and processes involved in supporting contract responsibilities overseas.
- Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
- Two (2) or more years’ experience supervising Skilled Trade employees.
- Excellent written and oral communication skills.
- Computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, Project and Word.
- Ability to work with very diverse workforce.
- Experience in data collection and technical writing.
- Experience supporting DoD construction efforts.
- Strong leadership and analytical skills.
- Good interpersonal and people manage
