Summary

Serves as the chief administrator of JROTC, responsible for overseeing the administration, operations, logistics, instructional practices and public affairs of the JROTC programs. Supervises the Army JROTC Instructors within the PXU in accordance with US Army Cadet Command (USACC) Regulation 145-2, applicable policies of the PXU and federal and local law, regulation and policy. Serves as the focal point of contact and advisor between the PXU and the US Army Cadet Command, other service JROTC programs, senior ROTC programs and US military recruiting units.\n

Essential Functions

- Serves as the initial point of contact, recruiter, qualification, hiring process, salary disposition, professional development/growth, and retention of PXU JROTC Instructors.
- Execute and maintain updated personnel actions and records of JROTC Instructor Army and PXU evaluations, height/weight compliance, certification/rec-certification requirements/opportunities, contracts, award/disciplinary actions, and termination.

Operations

- Organizes, supports, and executes PXU JROTC Cadet operations in support of extracurricular/competitive/community service Cadet activities. Coordinate with other service JROTC and senior ROTC programs for Cadet Activities. Serve as the JCLC Commandant as required.
- Ensures JROTC unit's timely submission of Open Enrollment Report, Master Training Schedule, Intent to Graduate Report, Unit Report, Program Assessment Rating Tool through the use of JROTC Unit Management System and individual instructor JROTC Command and Information Management System.

Logistics

- Supervise the consolidated supply operation/warehouse for the PXU JROTC units, accounting for all Army and district property.
- Serves as the Billing Official and Approving Official for the Government Purchase Card. Oversees US Army JROTC budget, purchases and reconciliation of expenditures of US Government Appropriated Funds. In accordance with PXU policy, oversees the PXU JROTC budget expenditures process.

Instructional Practices

- Conduct visits/inspection with each PXU JROTC program in accordance USACC Regulation 145-2 and USACC Regulation 145-8-3, JROTC Program of Accreditation, to review classroom instruction, instructor effectiveness, integrated-curricular activities and provide regulatory compliance. Conduct annual USACC instructor evaluations utilizing JROTC Coaching Rubric and PXU teacher evaluations/observations utilizing PXU Teacher Observation Instrument.
- Conduct Professional Learning Committee conferences and Instructional Leader conferences in accordance with PXU PLC and IL schedule and agenda topics in support of USACC JROTC curriculum and PXU Best Practices/Standardization.

Public Affairs

- Coordinate with USACC Public Affairs Office and the PXU Community Relations Cadet and Instructor success stories in order to broaden appeal of JROTC.
- Coordinate/support activities between JROTC, high school and local community in accordance with stated JROTC mission statement, community relations and citizenship experience.

Required Qualifications

Education, Training, and Experience Guidelines

- US Army Commissioned Officer in the retired rank of Lieutenant Colonel or Colonel.
- Three years' experience as a USACC and AZ-qualified JROTC AI or SAI.
- Approved by USACC JROTC 5th BDE CDR.

License and Certification Requirements

- Possess Arizona JROTC Junior Reserve Officer Training Corps Grades 9-12 certificate.
- Possess a valid Arizona State Driver's License.
- Obtain and maintain PXU vehicle certification.
