Compliance and Safety Manager (m/f/d)
Description
At Valencia Service Center we are looking for a Compliance Monitoring Manager who leads the development, coordination, and oversight of both the Safety Management System (SMS) and Compliance/Quality Assurance activities for the Part-145 organization and, in coordination with the CAMO, NCC operations. Drives internal audits, continuous improvement, and AESA/NAA and customer interface to ensure regulatory compliance, operational safety, and high service quality.
Responsibilities
* Safety Management System (SMS)
o Develop, maintain, and measure the effectiveness of the SMS for the Part-145 repair station and Part-CAMO; recommend policy/procedure improvements.
o Organize and chair the Safety Committee; foster Just Culture and an open reporting system.
o Facilitate hazard identification, risk assessment, and risk mitigation; manage safety action plans and follow-up.
o Initiate/lead occurrence investigations and produce reports; perform internal safety audits and track corrective actions.
o Oversee required safety training across the organization; deliver specialized sessions as needed.
o Integrate safety into business objectives and advise management on compliance with applicable regulations.
* Compliance Monitoring & Quality (Part-145)
o Monitor the effectiveness and suitability of the Quality/Compliance System; plan and conduct internal audits and report results to leadership and audited stations.
o Evaluate suppliers/subcontractors; host customer and AESA/NAA audits and ensure timely closure of non-conformities (in coordination with the SM).
o Ensure quality planning, proper maintenance documentation, and adherence to the MOE; feed lessons learned into procedures and staff training.
o Analyze defects and trends on aircraft under maintenance to enable preventive actions.
o MOE ownership: create, revise, maintain, and control approvals in accordance with Part-145.
* Authority Liaison & Certifications
o Manage required approvals/permissions with AESA (or the applicable national aviation authority, NAA); ensure reporting of occurrences per Part-145.A.60 and submit reports per Part-145.A.85 to AESA/NAA.
o Administer and manage Category A/B1/B2/C authorizations in line with Part-66 and MOE requirements.
* Environmental, Health & Safety (EHS)
o Lead environmental compliance (hazardous waste, air permits, water pollution control, community right-to-know) and collaborate with regional EHS and external experts.
* Data, KPIs & Reporting
o Compile, analyze, interpret, and report safety/quality statistics (accidents, incidents, losses, exposures); track corrective actions and provide periodic reports to the ACM/committees.
Qualifications
* Education: Aeronautical/Aerospace Engineering or a related engineering degree (mechanical, electronic, electrical) linked to maintenance/airworthiness; or Aircraft Maintenance Technician (TMA) with additional training.
* Without a degree: 7 years of specific experience in tasks (or supervision) related to the continuing airworthiness of aircraft, engines, and components.
* SM exception: If the candidate already serves as Safety Manager in another organization approved under Regulation (EU) 2018/1139, specific training accepted by AESA on maintenance standards and principles will be accepted.
* Proven experience in Quality & Safety Management, investigations, and Compliance Monitoring.
* Completed Aviation Lead Auditor and Safety Management System (SMS) training.
* Strong knowledge of Human Factors, ICAO standards, European safety requirements, and Just Culture principles.
* Excellent analytical/problem-solving skills, advanced written and verbal communication, and strong digital proficiency.
* Technical rigor; safety & compliance mindset; critical thinking; stakeholder management (AESA/NAA, customer, supplier); cross-functional collaboration; influence and effective communication.
