About The Role
The Head of AML / MLRO is the designated officer under the PMLFTR responsible for receiving internal suspicion reports, deciding on onward disclosure to the FIAU, and acting as the principal point of contact with the FIAU, MFSA (on AML/CFT matters), and law enforcement. The role owns the AML/CFT framework end‑to‑end: policy, risk assessment, monitoring, investigations, training and regulatory reporting across Calamatta Cuschieri Moneybase. It requires confident operation in both payments/e‑money and investment services environments, with a primary focus on AML/CFT risks arising from payments activity and customer onboarding.
Job Requirements
- Minimum 5 years’ AML/CFT experience in a regulated financial services environment, of which at least 3 years in a senior AML role (Deputy MLRO, Head of Financial Crime, or MLRO).
- Malta MLRO experience or a demonstrable deep working knowledge of the PMLFTR, FIAU Implementing Procedures and FIAU expectations.
- Payments / EMI experience with direct AML oversight in an EMI, payment institution, bank or PSP environment, including monitoring at scale, SEPA flows, Funds Transfer Regulation obligations and payment‑related financial crime typologies.
- Regulatory engagement demonstrable experience representing an AML/CFT function in front of a regulator (FIAU, MFSA or equivalent), including during supervisory exams or thematic reviews.
- STR/SAR decision‑making documented track record of assessing internal suspicion reports and making onward disclosure decisions.
- Professional qualification ACAMS, ICA Diploma in AML or equivalent. Law or finance degree preferred.
- Fit and proper; no prior regulatory findings, disciplinary actions or failed PQ applications. Must be willing and able to pass MFSA PQ assessment and FIAU notification.
- Corporate onboarding expertise with demonstrable experience assessing complex legal entities, ownership structures and high‑risk customer profiles, applying enhanced due diligence and risk‑based decision making.
Nice to Have
- Experience with crypto‑asset AML including Travel Rule implementation.
- Experience managing a transaction monitoring vendor relationship and alert tuning programme.
- Prior participation in a FIAU supervisory examination or thematic review.
- Experience implementing a new AML/CFT framework.
- Experience in AML/CFT within a MiFID firm, asset manager or investment services environment.
