Job Summary :

The HSE Manager role will have the exciting opportunity to drive an injury and environmental incident free HSE culture in a fast-growing organization. Under the supervision of the Senior Director of HSE, you will partner with various RRNA teams to ensure our projects follow all required protocols and create a positive environment for the safety of our employees, contractors, the environment, and RRNA’s assets. It is required to establish and maintain clear communication with internal stakeholders, contractors, and subcontractors, maintain awareness of project HSE needs / issues, and address these with the appropriate Repsol Renewables NA team.

The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.

Responsibilities :

* Manage HSE policies and guidelines, ensuring they conform to regulatory requirements and industry best practices.
* Identify and manage risks related to construction, commissioning, and operations of renewable energy projects.
* Implement compliance measures related to permit conditions, approvals, mitigation plans, and other commitments during construction and operations.
* Review and assess the implementation of environmental management plans (EMPs), such as erosion and sediment control plans, stormwater pollution prevention plans (SWPPPs), vegetation management plans (VMPs), spill prevention, control, and countermeasure (SPCC) plans, and waste management plans.
* Participate in or lead HSE-related discussions at site toolbox talks, contractor, and RRNA staff meetings.
* Organize and deliver safety and environmental training sessions.
* Coordinate with RRNA construction, operations teams, and the EPC contractor to enhance HSE capabilities and performance.
* Perform site assessments and inspections to verify compliance with policies, regulations, permits, and management plans.
* Coordinate incident investigations to determine root causes and recommend corrective actions.
* Prepare and submit HSE reports and records as required by regulations and company policies.
* Conduct drills and exercises on emergency management procedures.
* Perform other HSE-related duties as required.

Required Qualifications :

* Willingness to travel (up to 50%).
* Knowledge of EPA, OSHA, and State regulations.
* Understanding of renewable power generation and HSE standards.
* Experience developing and implementing environmental management plans.
* Experience with environmental fieldwork, assessments, inspections, and monitoring.
* Ability to work with construction and operations teams to communicate findings and solutions.
* Physical ability to climb wind turbines.
* Personal accountability, integrity, strategic problem-solving skills, motivation, teamwork, independence, proficiency in Microsoft Office, and strong organizational skills.

Education and Experience :

* Bachelor’s degree in engineering, environmental science, or a related HSE field.
* 5-10 years of experience in HSE program development, implementation, and leadership, especially in renewable energy or power generation.
* Professional certifications (e.g., CPESC, CEP) are a plus.
* Passion for renewable energy and entrepreneurial mindset highly valued.
