NTU International A/S is leading a consortium for the preparation of proposal for the EU funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland and is searching for non-key experts to support the core team during the implementation of this project.
The overall objective of the Education PER would be to provide evidence-based recommendations for: better fiscal management, efficiently and effectively use of public expenditures to support Greenland’s education sector, improve service delivery).
Stakeholder Engagement and Communication Specialist (Category II)
Key Responsibilities:
* Conduct stakeholder mapping and develop an engagement strategy aligned with project goals.
* Organize and facilitate public consultations, workshops, and dialogue sessions with civil society, government stakeholders, and technical experts.
* Ensure that feedback from consultations is accurately captured, synthesized, and reflected in final reports and policy recommendations.
* Lead public relations and media outreach strategies to enhance visibility and transparency.
* Manage the dissemination of the final report and communication of findings through targeted channels (e.g., media, social platforms, stakeholder briefings).
* Prepare high-quality communication materials, including policy briefs, press releases, infographics, and presentations.
* Support capacity building in communication and stakeholder engagement for local counterparts, where relevant.
Qualifications and skills:
* Bachelor’s degree or higher in Communications, Public Relations, Political Science, Development Studies, or a related field.
* Proficiency in English (C1); Knowledge of Danish or Greenlandic is an asset.
Professional experience:
* Minimum of 7 years of relevant experience, with proven expertise in stakeholder engagement, public communications, and outreach within policy, governance, or development projects.
* Demonstrated experience organizing and facilitating consultations and multi-stakeholder dialogues.
* Strong writing, editing, and verbal communication skills for diverse audiences.
* Familiarity with policy development processes and communication strategies in development or government contexts.
* Proficiency in communication tools and platforms (e.g., social media, content management systems, media relations).
Preferred Qualifications:
* Experience working with international development organizations or government reform initiatives.
* Knowledge of inclusive communication strategies and participatory consultation methods.
* Graphic design or multimedia content creation experience is a plus.
