As part of our continued growth in renewable energy, AFRY is strengthening its capabilities to support the delivery of utility-scale solar photovoltaic (PV) projects across the Philippines.
We are currently seeking a motivated and technically strong professional to join our team as an HSE Officer / HSE Engineer (Solar Farm), responsible for ensuring Health, Safety, and Environmental compliance during the construction and commissioning of solar energy projects. The role will contribute to safe project execution, environmental protection, and the promotion of a strong safety culture within a dynamic, multidisciplinary, and international working environment.
Solar Construction Safety Management
Implement and enforce the Project HSE Plan for solar farm construction
Oversee safety during:
PV module installation
Mounting structure assembly
DC cabling and inverter installation
Substation and grid interconnection works
Conduct daily site safety inspections and hazard assessments
Ensure proper use of PPE specific to solar works (arc flash, electrical safety)
Electrical & High-Risk Activity Safety
Monitor and control risks related to:
DC electrical systems (live current hazards)
Energization and commissioning activities
Work at heights (panel installation, structures)
Lifting operations (modules, trackers, equipment)
Excavation and trenching for cable routing
Enforce Lockout/Tagout (LOTO) procedures during electrical works
Ensure compliance with safe energization protocols
Environmental Compliance (Solar Project Focus)
Ensure compliance with DENR regulations and ECC requirements
Monitor:
Land disturbance and erosion control
Waste management (packaging, panels, hazardous waste)
Dust, noise, and site runoff
Promote environmental sustainability aligned with renewable energy goals
Regulatory Compliance & Standards
Ensure compliance with:
DOLE Occupational Safety and Health Standards (OSHS)
AFRY HSE policies
Client and EPC contractor requirements
Support implementation of:
ISO 45001 (Occupational Health & Safety)
ISO 14001 (Environmental Management)
Training & Safety Culture
Conduct solar-specific safety inductions for all workers
Lead toolbox talks focused on:
Electrical safety
Heat stress management (open-field solar sites)
Manual handling of solar panels
Promote a proactive and incident-free safety culture
Incident Management & Reporting
Investigate incidents, near-misses, and unsafe conditions
Prepare detailed HSE reports and corrective action plans
Track and report KPIs (TRIR, LTIFR, near misses, audit findings)
Documentation & Coordination
Maintain HSE documentation, permits, and compliance records
Coordinate with:
Project Manager
EPC contractors
Client representatives
Government agencies (DOLE, DENR)
Qualifications
Bachelor’s degree in Engineering, Environmental Science, or related field
3–5+ years HSE experience in construction, preferably in:
Solar / renewable energy projects
Power or infrastructure projects
Certified DOLE Safety xhfqzwm Officer (SO2 or SO3)
BOSH/COSH certification required
Preferred Solar Experience
Experience in utility-scale solar PV farm construction
Familiarity with:
PV systems and DC/AC electrical safety
Inverters, substations, and grid connection
Experience working in EPC or consultancy environments
Skills & Competencies
Strong knowledge of Philippine HSE regulations
Solid understanding of electrical and construction safety
Good communication and leadership skills
Ability to work in remote, high-temperature site conditions
Strong observation, reporting, and problem-solving skills
Work Conditions
Site-based role (open-field solar farm environment)
Exposure to:
High temperatures and direct sunlight
Construction and electrical hazards
May require extended working hours during peak construction/commissioning
