We are looking for a Business Analyst to join our public sector projects team. The successful candidate will be responsible for leading the analysis and design of administrative processing systems and digital services at regional level, transforming administrative procedures into efficient software solutions whilst ensuring interoperability, security and regulatory compliance throughout the entire lifecycle of the electronic process.
Education and experience
- A degree in Law, Political Science, Management and Public Administration, or Industrial Relations. Other university degrees will be considered provided that the candidate can demonstrate experience in consultancy or functional and regulatory analysis within the public sector.
- Previous experience as a business analyst or process consultant on e-government projects.
- Knowledge of how the Galician public sector operates and its digital processing ecosystem.
- Experience in analysing administrative procedures, drafting requirements specifications and designing workflow processes.
Required knowledge
- Knowledge of the national regulatory framework: Law 39/2015 (LPACAP) and Law 40/2015 (LRJSP).
- Knowledge of the Galician regional regulatory framework: Law 4/2019 on Digital Administration in Galicia (LEDIXGA).
- Practical knowledge of the National Interoperability Schemes (ENI) and Security Schemes (ENS).
- Ability to model complex processes (using BPMN or flowcharts) and define processing states, transitions and user profiles.
- Understanding of front‑end and back‑end architecture for the definition of validations, integrations and processing services.
- Familiarity with the integration of common services: electronic signatures, electronic notifications, data exchange platforms, etc.
Skills
- Ability to liaise with business managers within the administration and technical development staff.
- Ability to translate legal and procedural requirements into clear, well‑structured documentation.
- Rigorous functional quality control and the identification of processing errors.
Responsibilities
- Analyse and break down administrative procedures with a view to digitising them in accordance with current regulations.
- Conduct a requirements analysis with the client and define the functional model for the processing systems.
- Develop low- to medium‑fidelity prototypes to validate the user experience and functional flow with the client.
- Prepare technical documentation: functional analysis documents, use cases, interface specifications and business rules.
- Ensure functional quality assurance by verifying that the software development strictly complies with the defined requirements and applicable regulations.
- Identify, document and monitor functional errors or deviations in processing workflows.
- Design and implement the functional and user acceptance testing plan.
