**The Role**:
The Sarnia Manufacturing Center site is preparing to its Energy Transition future.
The Project Engineer’s main purpose is to deliver projects safely by planning, executing and controlling capital brownfield projects at the Sarnia Manufacturing Center (SMC) in either the Refinery or the Chemical Plant. The Project Engineer manages a wide variety of projects from front-end development to detailed design, construction, and handover - including procurement, cost control, and schedule management. In the meantime, the project engineer will need to effectively communicate with site stakeholders throughout the project phases, manage the engineering and procurement contractor(s), as well as the construction contractor(s).
Note: _This role is a 2-year fixed-term position with the possibility to become permanent._
**Accountabilities**:
- Oversee front-end engineering design and prepare necessary deliverables to reach final investment decision on assigned Asset Integrity, Maintain Margin and/or Growth Projects;
- Interface with Production, Business, Technical, and Project departments to define and develop the front-end engineering scope.
- Provide inputs on how the scope of change impacts the operation of the facility to ensure the design achieves the project premises;
- Ensure the right level of technical assurance is applied to all deliverables;
- Proactively engage with Stakeholders to contribute key requirements into project scopes & execution plan;
- Work with the project controls contractor to develop project cost estimates and schedules that meet the criteria of all phases of assigned projects, and provide accurate forecasting as projects progress;
- Interface with selected Engineering & Procurement firms to coordinate engineering activities for technical development of the project;
- Work with contracting and procurement group to develop/implement a procurement strategy for each project and assists with the development of equipment and material bid specification, bid evaluation and selection;
- Work with environmental group to ensure permitting strategy/compliance;
- Risks/Opportunities Management - Maintain and action a project risk register, develop and deliver risk mitigation actions;
- Proactively flag and eliminate barriers to success of future projects;
- Develop and implement continuous improvement activities;
- Work with SMC’s construction coordinators and ensuring proper construction management plans are in place and are being followed for all construction activities;
- Coordinate the final project close-out and handover to operations, and close project financial accounts;
**Skills & Requirements**
- Minimum of 5 years of practical and related work experience
- Degree in an Engineering discipline
- Professional Engineer registered in the Province of Alberta and/or Ontario
- Excellent communication and stakeholder management skills
- Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer
- Strong project execution, construction execution, and project controls skills
- Thorough understanding of all facets of project controls (e.g., budgeting, estimating, planning/scheduling);
- Progress monitoring, earned value principles, analysis, and reporting
- Manage Front End Engineering Activities, Identify and Manage Project Risks, develop project execution strategies
- PMP accreditation is an asset
