At Melt Group, we are looking for a Commissioning Manager for a spanish multinational company in the engineering and turnkey industrial projects sector. The selected candidate will be responsible for managing on-site installation, commissioning, and start‑up of coil processing lines for carbon steel and stainless steel applications in the USA (Alabama) and Europe (Luxemburg and Romania).
Role Purpose
The Commissioning Manager will be fully responsible for leading the commissioning phase of steel plant installations, ensuring a smooth transition from erection and engineering to stable industrial operations for the client.
The main objective is to transform an installed facility into a fully operational production plant, meeting performance targets, quality standards, safety requirements, and contractual guarantees.
Technical Scope
The role involves commissioning complete steel plant installations, including:
* Electric Arc Furnace (EAF)
* Ladle Furnace (LF)
* Vacuum Degassing (VD)
* Continuous Casting Machine (CCM)
* Material Handling Systems (MHS)
* Fume Exhaust Systems (FES)
* Water Treatment Plants (WTP)
Key Responsibilities
1. Commissioning Planning
* Define the commissioning strategy in collaboration with Project Management and Engineering.
* Prepare and validate:
o Commissioning procedures
o Test protocols
o Start-up sequences
* Ensure proper execution of pre‑commissioning activities.
2. Commissioning Execution
* Lead all commissioning phases:
o Pre‑commissioning
o Cold commissioning
o Hot commissioning
o Production ramp‑up
* Coordinate multidisciplinary teams:
o Mechanical
o Electrical
o Instrumentation
o Automation (Level 1 and Level 2)
3. On‑Site Replanning and Decision‑Making
* Adapt plans based on:
o Technical issues
o Actual site conditions
o Resource availability
* Prioritize critical activities to ensure project progress.
4. Issue Management
* Diagnose and resolve real‑time issues across:
o Mechanical
o Electrical
o Automation
o Process
* Escalate to engineering when required, maintaining a hands‑on, solution‑oriented approach on site.
5. Process Optimization
* Adjust operational parameters to achieve:
o Nominal production levels
o Steel quality targets
o Energy consumption targets
* Collaborate with automation teams to fine‑tune models and control logic (Level 2).
6. Team and Subcontractor Management
* Coordinate and supervise:
o Internal teams
o Subcontractors
o Client personnel
* Ensure compliance with technical and quality standards.
7. Client Interface
* Act as the main technical point of contact during commissioning.
* Manage expectations in critical situations.
* Technically defend plant performance and results.
8. Contractual Validation and Project Closure
* Lead acceptance testing (FAT).
* Validate compliance with:
o Production guarantees
o Process KPIs
* Ensure plant stabilization before handover.
* Support client training activities.
9. Safety
* Ensure strict compliance with safety regulations.
* Authority to stop work in case of risk.
* Strong focus on start‑up phases (high operational risk).
10. Cost and Schedule Control
* Minimize deviations in:
o Commissioning timeline
o Start‑up consumption levels
o On‑site resource utilization
Requirements Experience
* 10+ years in commissioning of steel plants.
* Proven hands‑on site experience leading commissioning activities.
Education
* Degree in Industrial, Mechanical, Electrical Engineering or similar.
Languages
* English C1 level or higher (mandatory).
* Additional languages are a plus.
